Base pay range $76,397.00/yr - $120,157.00/yr

Summary This position is located in the Health Information Management Section of the Business Service at the San Francisco VA Health Care System. The incumbent in this position is responsible for providing professional consultation, administrative assistance, and health record support to the Health Information Management Managers and to the San Francisco VA Health Care System at large.

Qualifications

Education or Experience

Experience

Three years of credible experience in the field of medical records that includes the preparation, maintenance, and management of health records and health information systems demonstrating knowledge of medical terminology, medical records procedures, medical coding, and medical‑administrative and legal requirements of health care delivery systems

NOTE: Successfully completed training for health information technicians in a school accredited by the American Health Information Management Association (AHIMA) at the time the program was completed may be substituted for 1 year of experience

No credit may be given for partial completion of such training

OR - Education

Successful completion of a bachelor's degree or higher from an accredited college or university recognized by the U.S. Department of Education – with a major field of study in health information management – or a related degree with a minimum of 24 semester hours in health information management or health information technology

OR - Experience/Education Combination

Equivalent combinations of experience and education may be used to meet basic requirements

Certification

Persons hired or reassigned to MRA positions in the GS-0669 series in VHA must meet one of the following: Coding Certification through AHIMA or AAPC

Mastery certification obtained through the American Health Information Management Association (AHIMA) or the American Association of Professional Coders (AAPC)

To be acceptable for qualification – the specific certification must represent a comprehensive competency in the occupation

Current mastery level coding certifications include: Certified Coding Specialist (CCS), Certified Coding Specialist (CCS‑P), Certified Professional Coder (CPC), Certified Outpatient Coder (COC), and Certified Inpatient Coder (CIC)

OR – HIM Certification through AHIMA

Higher‑level health information management certification is limited to certification obtained through AHIMA

To be acceptable for qualifications – the specific certification must represent a comprehensive competency in the occupation

Current HIM certifications include Registered Health Information Technician (RHIT) and Registered Health Information Administrator (RHIA)

OR – Health Data Analyst Certification through AHIMA

This is limited to certification obtained through AHIMA

To be acceptable for qualifications – the specific certification must certify mastery in health data analysis

Current health data analyst certification includes Certified Health Data Analyst (CHDA)

Grandfathering Provision

All persons employed in VHA as an MRA are considered to have met all qualification requirements for the title – series – and grade held – including positive education – and registration and/or certification that are part of the basic requirements of the occupation

For employees who do not meet all the basic requirements in this standard – but who met the qualifications applicable to the position at the time they were appointed additional provisions apply

Physical Requirements

A pre‑employment physical exam is required

English Language Proficiency – MRAs must be proficient in spoken and written English

Physical Requirements – The work is primarily sedentary. There is walking, bending and reaching required such as for filing or locating material – and carrying items such as reports, documents and supplies. Entering data and word processing on a personal computer may result in physical problems from the effects of repetitive motion and eyestrain.

Duties

Perform all duties of the GS‑7 Medical Records Administrator

Assist the Chief – Health Information Management (CHIM) and the HIM Department in identifying and setting goals, program objectives and tasks to meet the mission

Provide subject matter expertise to Service Line Leaders and medical center staff

Provide training for HIM clinical and administrative staff on HIM topics

Design and perform quality improvement projects regarding HIM issues

Keep current on emerging issues and trends in the health information management field

Perform audits and analyses – preparing and presenting findings and recommendations to the CHIM, Service Line Leaders and medical staff

Review, analyze and report HIM performance monitors

Advise Principal Investigators and other clinical staff with retrieving health care data

Serve as the point of contact for medical record corrections

Documentation corrections may consist of retracting erroneous notes, re‑titling notes, and assigning notes to or removing from consult requests

Problem‑solve improperly identified documents

Assist and provide guidance to supporting clinical services

Select, compile and trend medical‑surgical and statistical data from numerous components of the health record

Retrieve diagnostic and statistical data for various reports required

Conduct studies, analyze findings and make recommendations to management on the effectiveness and efficiency of substantive‑revenue management program operations

Develop and implement action plans to ensure that workload capture is appropriate

Respond to questions or issues related to that user class

Serve as the Contracting Officer Representative for Transcription, Coding and Records Management / Storage
