Under the direction of the SVP, US Government Affairs, leads the development and execution of a comprehensive government affairs strategy. Cultivates Fresenius Kabi relationships with key policymakers and staff in Congress and the Administration. Supports the development of robust working relationships with relevant stakeholders and allies. Identifies emerging issues and works cross-functionally to assess and plan for potential impacts to Fresenius Kabi, including legislative or regulatory options to influence the policy.

Responsibilities

Build and maintain contacts and develop strong relationships with key executives, senior appointees and other key staff at agencies including OMB, HHS, CMS, and FDA. Help to lead lobbying efforts on behalf of Fresenius Kabi through the establishment and maintenance of professional trusted advisor relationships with Members of Congress, staff, executive branch, and federal agency officials. Cultivate relationships with the Association for Accessible Medicines and participate in relevant staff-level work groups to advocate for Fresenius Kabi’s objectives. Monitor and analyze federal/state legislative, regulatory and policy developments and decisions that may have an impact on Fresenius Kabi’s corporate objectives. Proactively participate in external meetings and raise the profile of Fresenius Kabi. Collaborates with the SVP Governmental Affairs & Policy US, developing a lobbying/advocacy strategy for the business in the US and lead its implementation. Contribute to developing analytically sound, proactive policy positions bearing in mind the commercial strategy. Collaborate in the development and implementation of strategies designed to secure coverage, reimbursement and/or favorable payment terms for Fresenius Kabi’s products. Advocate for Fresenius Kabi’s policy positions in external forums, including trade associations, meetings with payers and policymakers and advisors, patient, and physician groups. Provide strategic counsel to the corporate leadership and senior management of the company as appropriate. Respond to inquiries on legislative and regulatory issues from corporate management and businesses. Lead and support cross-functional collaboration to perform quantitative and qualitative impact assessment of Fresenius Kabi’s policies and advise business accordingly.

Requirements

Bachelor’s degree, advanced degree in public health, policy or law desirable. Minimum 12 years’ experience in government and/or government affairs or health policy with at least 5 years in positions of increasing responsibility and experience in the pharmaceutical/health care industry. Industry experience a plus. Ability to provide strategic counsel, often under pressure, to senior leaders on policy and government affairs. Strong political acumen to effectively build sustainable relationships and establish positive corporate identity. Proven contact network, involvement and success in influencing the development of federal legislation and/or regulatory process. Skilled at advocacy, influence and persuasion; able to convince others to act on information or recommendations based on compelling logic and/or common best interests. Proven ability to understand and clearly communication complex and technical topics simply and succinctly. Successful candidates will have strong analytical, written, presentation and communication skills in English, as well as comprehensive understanding of the legislative and policy process. Other languages a plus. Experience establishing and maintaining relationships with individuals in an organization at all levels, the business community, elected officials, and lobbyists. A track-record of successful development of policy or regulatory strategies within the healthcare/pharmaceutical space.
