Lottery Accounting Specialist 2 – Revenue – Lottery Commission – Kanawha County Salary: $53,014.00 – Department of Revenue (DOR) – Lottery Commission (SPB 3008)

Location: 900 Pennsylvania Ave., Charleston, WV 25302

Overview Under the general supervision of the General Accounting Manager, the Lottery Accounting Specialist 2 will perform full‑performance professional accounting duties in WVOASIS to include daily processing of revenues, expenditures, legislative directed transfers, and investments for multiple agencies. Responsibilities include generating documents to distribute revenues to retailers, cities, counties, municipalities, and supporting other state agencies, projects and funds in accordance with WV Code; utilizing purchase card for vendor payments and reconciling monthly transactions; preparing detailed supporting documentation for monthly financial reporting and cost allocations for multiple funds and game types; completing monthly reports to generate journal entries for revenue and expenditures on the monthly financial statements; preparing supporting documentation for rental revenues and expenditures for multiple locations; and providing detailed accounting information to assist with the preparation of budget appropriations and expenditure schedules for submission to the State Budget Office.

Responsibilities

Daily processing of revenues, expenditures, legislative directed transfers, and investments for multiple agencies within WVOASIS.

Generate documents to distribute revenues to retailers, cities, counties, municipalities, and other state agencies, projects, and funds per WV Code.

Utilize purchase card to make payments to vendors and reconcile monthly transactions.

Prepare detailed supporting documentation for monthly financial reporting and cost allocations.

Complete monthly reports for revenue and expenditure journal entries on financial statements.

Prepare supporting documentation for rental revenues and expenditures across multiple locations.

Assist in the preparation of budget appropriations and expenditure schedules for the State Budget Office.

Qualifications

Bachelor's degree in accounting, business administration, finance, economics, or closely related field with at least 18 semester hours in accounting from a regionally accredited four‑year college or university.

Three years of full‑time or equivalent part‑time paid professional experience in accounting or auditing.

Experience working with the state accounting system, WVOASIS, is preferred.

Proficiency in Microsoft Excel, Word, and Access databases.

Certification or registration as a public accountant in West Virginia may substitute for the required training and two years of required experience; graduate study may substitute for experience on a year‑for‑year basis.
