Requisition No:862992 Agency: Department of Health Working Title: OPS GOVERNMENT OPERATIONS CONSULTANT II - 64856548 Pay Plan: Temp Position Number:64856548 Salary: $25.00 per hour Posting Closing Date: 10/27/2025 Total Compensation Estimator Tool This is a fulltime Other Personnel Service (OPS) Government Operations Consultant II position working with the Department of Health in Lee County. This position works as an AIDS Drug Assistance Program (ADAP) County contact in a large county public health unit, under the direct supervision of the Health Education Program Manager - SES for the HIV/AIDS Unit. The OPS Government Operations Consultant II will interact with ADAP clients, HIV provider agencies, and the community. The incumbent must be able to work independently and collaborate to coordinate services as part of a multi-disciplinary team. This is a sensitive position with access to confidential information as defined in DOHP 50-10. The incumbent handles protected health information on a need-to-know basis following Department of Health, HIPAA, and Information Security policies. This role requires maintaining confidentiality, security, privacy, and integrity of health information. Access includes: Provide Enterprise, HMS, Careware, Florida Medicaid Management Information System (FMMIS), Lab, Medical Records, and Pharmacy. Bi-lingual is preferred; knowledge of cultural diversity and sensitivity to clients’ alternative lifestyles is expected. Responsibilities Duties: Enrolls the HIV/AIDS client into the ADAP program and records enrollment. Provide ongoing communication with providers to ensure continued patient enrollment and participation in the ADAP program. Serve as a client advocate and provide case management according to protocols. Educate, teach, and counsel clients as part of services. Conduct ongoing assessments to evaluate client needs and provide feedback to primary health care providers. Attend Ryan White case manager monthly meetings and network with community agencies to provide needed services and initiate referrals. Review ADAP client files at each annual re-enrollment to ensure documentation for eligibility. Support clients enrolled in a plan during the Market Insurance enrollment period. Monitor client insurance accounts in the Provide Enterprise database. Collaborate with community agencies for timely follow-up on health needs; follow up on missed appointments and ensure labs and medications are completed. Information Custodian: This position is the Information Custodian designee for the ADAP information set as defined in DOHP 50-10. Key Custodian: This position is the Key Custodian for the ADAP secured area as defined in DOHP 50-10. Prepares and submits reports, attends meetings, trainings and conference calls as required by the program. Other Job Related Requirements: Incumbent may be required to work before, during, and/or beyond normal work hours or days in the event of an emergency, including shelter operations and disaster responses. Abide by all state and federal laws, rules, DOH policies and procedures. Selected immunizations or TB screening may be recommended. Valid Florida Driver License and access to a motor vehicle. Authorized to transport confidential information outside DOH-Lee facilities per DOHP 50-10. This position is classified as sensitive and requires background screening.
