We are recruiting a Policy Action Officer (Analyst) to join our team at the Pentagon in Arlington, VA to support the HQDA G-3/5/7 Support Services contract.
Job Duties
Prepare policy revisions to AR 220-1 and AR 525-30.
Work closely with the Readiness Division Joint Operations and Analysis Branches to efficiently incorporate appropriate updates to Army Readiness reporting policy. In lieu of formal policy changes, the Contractor shall draft supplemental instructions and points of emphasis for the field.
Develop strategic and comprehensive written analysis suitable for executive policy discussions within the Army, Joint Staff, OSD, and Congress.
Coordinate and interact with readiness policy stakeholders throughout OSD, the Joint Staff, ASCCs, ACOMs, DRUs and the ARSTAF in support of programs, activities, and initiatives affecting Army readiness.
Review staffing products and policy questions from the field. At the discretion of the Army Readiness Division Chief, convene a readiness reporting policy review board to provide a forum for policy feedback and revision.
Review new or amended Army policies, directives, and EXORDs for effects on Army readiness policy. Provide input to the Government lead during the formal staffing process.
Review staffing products and new or amended Joint policies and instructions for effects on Army readiness policy. Provide input to the Government lead during the formal staffing process.
Draft changes to Army readiness documents and, based on adjudicated comments, prepare documents in publication‑ready format IAW AR 25-50 and DA MEMO 25-52, and track documents through Army Publication Directorate process for timely publication.
Plan, coordinate, and guide implementation of Army compliance to ensure readiness reporting policy, programs, and information systems architecture.
Maintain situational awareness of emerging Army, Joint Staff, and OSD readiness requirements as they pertain to resource areas of readiness reporting: Personnel, Equipment on Hand, Equipment Readiness, Training, and Mission Essential Tasks.
Collect, compile, consolidate, and prepare reviews, analyses, and recommend action in these areas as well as staff action process procedures; Army readiness policy; briefing preparation; development of policy letters and operating procedures/business rules for Army readiness management.
Required Skills & Experience
Detail‑oriented with excellent technical, verbal, and written communication skills.
Must have the ability to work within Government‑provided software packages with emphasis on MS Office products, for example, Outlook, Word, SharePoint, PowerPoint, and Excel.
Must be able to think critically and apply analytical methodologies to raw data to present clear and precise recommendations.
Ability to focus on Mission requirements while tracking multiple competing priorities.
Require minimal supervision in the fast‑paced, critical environment of the Army Headquarters.
Must be proficient in the Enterprise Task Management Software Solution (ETMS2) (formerly Task Management Tool).
Ability to clearly articulate analysis through both oral and written communication.
Ability to provide executive, technical, and administrative support to senior leaders.
Experience with Multinational, Interagency on the Army/Joint Staff and/or Major Army Commands in Policy, Bi‑lateral exchanges, proficient in planning and execution of working groups.
Operational experience using standard automated toolsets to perform duties.
Ability to assist with drafting Army EXORDs, FRAGOs, meeting minutes and EXSUMs and strategic documents.
Demonstrated experience with the policy development lifecycle.
Strong understanding of Army regulations and processes.
Demonstrate experience commensurate with one of the following assignments: a field grade level or greater general staff officer on a division, corps, ASCCs (or equivalent joint headquarters staff); or a Combatant Command headquarters staff.
Demonstrate detailed expertise in Title 10 Service, OSD, and Joint functions. This includes familiarity with the key aspects and processes associated with Goldwater‑Nichols and the Service’s role in the unified command concept, a working knowledge of the global force management process, Joint Operational Planning and Execution System (JOPES) and expertise in how Service force equities are considered is necessary.
Must be familiar with DoD strategic systems and forums including the Defense Readiness Reporting System–Strategic (DRRS‑S). This includes expertise in how OSD is organized with focused understanding of USD P&R’s functional and technical responsibilities for readiness, global force management, and Congressional engagement.
Required Clearance
ACTIVE CLEARANCE LEVEL REQUIRED: Top Secret.
Qualifications
Bachelor’s degree required. Master’s degree preferred.
At least five (5) years of experience on the Army/Joint Staff and/or Major Army Commands in Policy, proficient in planning and execution of working groups, ability to draft Army EXORDs, FRAGOs, meeting minutes and EXSUMs and strategic documents independently.
Prior military service in the Army preferred.
Travel Less than 10% travel is expected for this position. Travel may include continental United States and outside continental United States locations.
Work Environment This position will be co‑located with the customer and other contractors in Government office spaces. While not generally authorized, telework may be required due to exceptional circumstances (extreme weather, pandemic, etc.).
Physical Demands
Be independently mobile.
Communicate effectively with co‑workers and customers.
Withstand prolonged periods of sitting at a desk and computer use.
