About the Division The Florida Department of Education (FDOE) mission for Florida’s Early Learning system is to increase the proficiency of all students within one seamless, efficient system, by allowing them the opportunity to expand their knowledge and skills through learning opportunities and research valued by students, parents, and communities.
Duties and Responsibilities
Assist the Chancellor of Early Learning in a confidential capacity by performing duties related to personnel recruitment.
Serve as DEL HR personnel liaison to keep division staff current on HR initiatives, policies, and procedures, advising managers on recruitment, hiring, separations, leave, attendance, positions, fingerprinting, advertising, and classification.
Prepare all personnel packages, including new hires, separations, performance evaluations, position descriptions, and classification actions; run People First reports; process re‑orgs; maintain position descriptions and organizational charts.
Provide direction and counsel to administrators on recruitment and personnel matters.
Consult with staff to develop solutions for programmatic operational problems.
Serve as the key contact on requisition/PAR issues, tracking all requisitions for approval/rejection and ensuring compliance with rules and time frames.
Prepare requests for restructuring/reorganization; update Tables of Organization; coordinate establishment of new positions.
Provide technical assistance to supervisors on classification procedures and policies.
Maintain professional knowledge through workshops, publications, and networking.
Coordinate with HR specialists on specific personnel matters such as FMLA, ADA, training, DROP, and leave issues.
Review and analyze drafts of memoranda and correspondence.
Prepare and maintain records and reports, assist in planning meetings and conferences.
Perform other duties as assigned.

Preferred Qualifications
Experience working within the People First system and knowledge of organizational structure and classification actions.
Prior personnel liaison responsibilities within state government.
Knowledge, Skills, and Abilities
Knowledge of administrative principles and practices.
Knowledge of Microsoft Office Suite.
Knowledge of office procedures and data collection methods.
Knowledge of effective communication principles.
Knowledge of DOE HR procedures and processes.
Ability to collect, evaluate, and analyze data related to personnel functions.
Ability to prepare correspondence and apply rules, regulations, policies, and procedures.
Problem‑solving skills.
Proficiency with office machines and equipment.
Ability to work independently, plan, organize, and coordinate work assignments.
Effective communication and customer service skills.
Ability to establish and maintain working relationships.
Discretion with confidential matters.
