Summary Statement The principal responsibilities include overall strategic, technical management, and expansion of the State Network Team. This team focuses on providing, maintaining, and protecting all connectivity for the State of Delaware, partner agencies, and K-12 networks, covering circuits, LAN, WAN, routing, switching, and wireless infrastructure. The role promotes leading-edge thinking and develops innovative, strategic solutions aligned with government practices. This manager inspires and motivates staff by being a catalyst for creative problem-solving, solution generation, implementation, and teamwork. This senior level manager is responsible for the full life cycle of enterprise-wide network connectivity solutions, including circuits, LAN, WAN, routing, switching, and wireless. The candidate will lead the design and implementation of technical solutions and systems to develop and meet long-range goals and objectives. The selected individual must have proven experience in extremely technical and critical environments, balancing performance and functionality with the essential requirements for reliability and security. The selected individual will have high expectations of accomplishment and extraordinary strategic business and industry knowledge, ambition, talent, and people skills.

Selective Requirements Selective Requirements must be met in addition to the job requirements. Applicants who do not possess the selective requirement will not be qualified.

Candidate must possess a minimum of five years’ experience with network infrastructure and services, including routing and switching devices, WAN, wireless access points, and/or circuit management and provisioning.

Preferred Qualification Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.

Bachelor’s Degree preferred, with emphasis in Computer Science, Information Systems, Telecommunications, Security Operations or a related field.

Possess a minimum of one year of technical manager experience, experience with developing standards and processes as well as hardware/software lifecycle experience.

Job Requirements Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

Possess a minimum of five years of senior level technical experience in telecommunications technology including enterprise networks, security and enterprise infrastructure.

Possess a minimum of 3 years’ experience in a leadership role which includes attracting, developing and retaining talented staff who deliver results.

Possess a minimum of 3 years of experience working with customers, key partners and leading cross-functional team.

Possess a minimum of 5 years of experience with LAN/WAN/Telephony fundamentals, including knowledge of Network Operating System functions and Information Security issues, data, security including systems, policies and risk.

Possess strong communication (verbal and written) and presentation skills, including the ability to communicate effectively with technicians, customers, other IT managers and senior IT management.
