Summary Statement The principal responsibilities include overall strategic, technical management, and expansion of the State Network Team focused on providing, maintaining, and protecting connectivity for the State of Delaware, partner agencies, and K-12 networks. This senior‑level manager leads the design, implementation, and life‑cycle of enterprise‑wide network connectivity solutions—circuits, LAN, WAN, routing, switching, and wireless—employing innovative, strategic solutions aligned with government practices. The position requires strong leadership, strategic business acumen, and advanced technical expertise.
Selective Requirement
Candidate must possess a minimum of five years’ experience with network infrastructure and services, including routing and switching devices, WAN, wireless access points, and/or circuit management and provisioning.
Preferred Qualifications
Bachelor’s Degree preferred, with an emphasis in Computer Science, Information Systems, Telecommunications, Security Operations or a related field.
Minimum of one year of technical manager experience and experience developing standards and processes, as well as hardware/software lifecycle experience.
Job Requirements
Minimum of five years of senior level technical experience in telecommunications technology including enterprise networks, security, and enterprise infrastructure.
Minimum of three years of experience in a leadership role that includes attracting, developing, and retaining talented staff.
Minimum of three years of experience working with customers, key partners, and leading cross‑functional teams.
Minimum of five years of experience with LAN/WAN/Telephony fundamentals, including knowledge of Network Operating System functions, information security, and risk management.
Strong verbal and written communication and presentation skills, including the ability to communicate effectively with technicians, customers, other IT managers, and senior IT management.
Conditions of Hire Criminal background check: A satisfactory fingerprint‑based criminal background check administered by the Delaware State Police is required. All applicants must be legally authorized to work in the United States. DTI participates in the Federal E‑Verify system. DTI does not provide employment‑based sponsorship.
