Job Summary The Payroll Manager leads the payroll function with supervisory responsibilities for the Payroll team, ensuring the accurate, compliant, and timely execution of Relay Resources’ semi‑monthly payroll operations. This role serves as a trusted partner to HR and Finance, ensuring payroll integrity across multiple programs, funding sources, and labor categories. The Payroll Manager is responsible for supporting payroll processing tasks, reconciling and auditing data, ensuring tax and benefit compliance, and identifying opportunities for continuous improvement in payroll systems and procedures. This position also plays a critical role regarding audits, escalations, and implementation of changes to payroll processes and software.

Essential Functions Payroll Administration

Support end‑to‑end payroll processing and reconciliation for semi‑monthly pay cycles.

Help maintain and update the payroll calendar, ensuring timely submissions, approvals, and funding.

Collaborate with payroll team and SVP Finance to develop and document SOPs, internal controls, and payroll audit procedures.

Ensure accurate integration and reconciliation between payroll and accounting systems (e.g., UKG and NetSuite).

Partner with the HR and Finance teams to implement process improvements and system enhancements.

Support system testing, configuration, and rollout of UKG or other payroll system updates.

Provide accurate guidance and support to internal stakeholders on payroll issues, timelines, and policies.

Serve as backup for payroll staff as needed.

Compliance & Reporting

Ensure payroll operations comply with all applicable federal, state, and local laws, including IRS, DOL, and wage and hour requirements.

Prepare and support quarterly and annual wage and tax reconciliations, filings, W‑2 audits, and adjustments.

Coordinate with external vendors for 403(b) contributions, Workers’ Compensation reporting, and benefits file needs.

Respond to agency inquiries, employee authorized verifications, and internal audit requests.

Maintain confidentiality and protect sensitive payroll and employee data.

Support documentation for external audits (e.g., financial statements, funder, or compliance audits).

Customer Service Projects

In collaboration with the payroll team, ensure responsive, respectful, and accurate payroll support to employees and managers.

Support organizational change initiatives related to disability inclusion, UKG, payroll and timekeeping systems.

Prepare custom reports for Finance, HR, and leadership as needed.

Participate in cross‑functional projects and process improvement initiatives.

Other duties as assigned.

Payroll Staff Supervision

Ensure direct reports receive quality coaching and supervision tied to organizational and department needs as well as each direct report’s individual professional development.

Minimum Qualifications

Bachelor's degree in accounting, Finance, Human Resources, Administration, or related field

7+ years of progressively responsible experience relating to payroll administration.

Certified Payroll Professional (CPP), Fundamental Payroll Certification (FPC), Society for Human Resource Management (SHRM) certification, or other equivalent professional payroll designation.

Strong working knowledge of payroll systems, labor compliance, and payroll accounting principles.

Preferred Qualifications

Advanced expertise in UKG payroll and timekeeping systems, including system configuration, integration with accounting/ERP platforms (e.g., NetSuite), reporting, and process optimization.

Previous experience working in nonprofit or social enterprise organizations.

Experience with multi‑state payroll, including Oregon and Washington.

Excellent communication skills to coordinate with HR, Finance, IT, Labor Relations and other departments.

Bilingual or multilingual.

Knowledge, Skills, And Abilities

Skilled in Microsoft Excel, including pivot tables and data validation tools.

Knowledgeable about timekeeping, benefits integration, and tax withholding practices

Skilled in payroll data analysis, including reconciliation and validation with a high level of accuracy.

Strong written and verbal communication skills with the ability to explain technical payroll concepts clearly to a variety of audiences.

Discretion in handling sensitive data and employee concerns.

Ability to prioritize and execute tasks in a fast‑paced, deadline‑driven environment.

Commitment to continuous improvement, equity, and inclusion.

Working knowledge of Microsoft Office suite, specifically Excel and Word.

Ability to analyze and interpret data for accuracy.

Ability to research laws, regulations, codes, and/or statutes.

Ability to establish and maintain cooperative working relationships.

Ability to pass a criminal history background check and/or fingerprinting as appropriate at any time during employment.

SUPERVISORY RESPONSIBILITY This role supervises the Payroll Specialist and the Payroll Analyst roles.
