The Payroll Manager plays a vital role in overseeing the end-to-end payroll function, ensuring accurate, compliant, and timely semi-monthly processing while supervising a growing team of payroll specialists. Partnering closely with HR and Finance, this role safeguards payroll integrity across multiple programs, funding sources, and states, while ensuring full compliance with tax and benefit regulations. The Payroll Manager also leads process and system improvements including the ongoing implementation and optimization of UKG Ready and supports audits, manages escalations, and drives continuous enhancement of payroll procedures. This position manages a team of two payroll specialists (soon expanding to three) and operates within a unionized, multi-state environment. While the organization embraces a remote-first mindset, the role requires an initial three-month onsite training period followed by a hybrid schedule of a few days per week in the Portland office. 100K – 110K DOE ESSENTIAL FUNCTIONS
Payroll Administration – 55% Lead and support end-to-end payroll processing, reconciliation, and validation for semi-monthly pay cycles with a focus on accuracy and timeliness. Maintain and update the payroll calendar to ensure all submissions, approvals, and funding are completed on schedule. Partner with the payroll team and SVP of Finance to develop, refine, and document standard operating procedures (SOPs), internal controls, and payroll audit protocols. Oversee accurate data integration and reconciliation between payroll and accounting systems (e.g., UKG and NetSuite). Collaborate cross-functionally with HR and Finance to identify and implement payroll process improvements and system enhancements. Support payroll system configuration, testing, and rollout for UKG or other system updates. Provide expert guidance and responsive support to internal stakeholders regarding payroll policies, timelines, and issue resolution. Serve as a backup for payroll staff as needed to ensure business continuity. Compliance & Reporting – 25% Ensure all payroll operations are fully compliant with federal, state, and local laws, including IRS, DOL, and wage and hour regulations. Prepare, review, and support quarterly and annual wage and tax reconciliations, filings, W-2 audits, and related adjustments. Coordinate with external vendors and partners to manage 403(b) contributions, Workers’ Compensation reporting, and benefits file exchanges. Respond promptly to agency inquiries, employment verifications, and internal audit requests with accuracy and professionalism. Maintain strict confidentiality and safeguard all sensitive payroll and employee data. Support documentation and data requests for external audits, including financial statement, funder, and compliance reviews. Customer Service & Projects – 10% Partner with the payroll team to deliver respectful, accurate, and timely payroll support to employees and managers. Contribute to organizational change initiatives related to disability inclusion, UKG enhancements, and timekeeping modernization. Generate and analyze custom payroll reports for Finance, HR, and executive leadership. Actively participate in cross-functional projects, process improvement efforts, and special initiatives. Perform additional duties as assigned to support department and organizational goals. Payroll Staff Supervision – 10% Provide consistent, high-quality supervision, coaching, and professional development to direct reports. Align individual and team goals with organizational priorities and departmental needs, fostering engagement, accountability, and growth. Qualifications and Experience
7+ years payroll administration experience, plus aBachelor’s degree in Accounting, Finance, Human Resources, Business Administration, or related field. Advanced proficiency with UKG Ready payroll and timekeeping systems, including configuration, integration with ERP platforms (e.g., NetSuite), reporting, and process optimization. 7+ years payroll systems, payroll accounting, and multi-state compliance (Oregon and Washington preferred). Skilled in Microsoft Excel (pivot tables, data validation) and familiar with other Microsoft Office applications. Understanding of timekeeping, benefits integration, tax withholding, and labor law compliance. Certified Payroll Professional (CPP), Fundamental Payroll Certification (FPC), SHRM certification, or equivalent credential preferred. Proven ability to analyze, reconcile, and validate payroll data with a high degree of accuracy. Strong communication and collaboration skills across HR, Finance, IT, and Labor Relations.
