The salary range above represents this position’s earning potential. The anticipated hiring range for this position will be $94,837 - $153,585, based on the candidate’s qualifications and experience.

WHO WE ARE The Montgomery County Department of Correction and Rehabilitation is a civilian agency managed by professionals in the correctional field. The Department of Correction and Rehabilitation (DOCR) seeks an advanced level professional to perform Senior Information Technology Specialist work. The core duties involve software development and application support, system administration, website development, creation of technical training documents, end‑user application training, and application/system support to DOCR staff who are spread over three office locations. The position requires work schedule flexibility including some after‑hours work, if necessary, to meet operational or customer requirements. Office hours are 8 AM to 4:30 PM. Telework opportunities are available.

This recruitment will establish an eligible list to fill current and future vacancies.

Prior to appointment, all applicants must successfully complete a comprehensive background investigation, medical examination, and drug/alcohol screen. Generally, the position is covered by the Retirement Plan, RN.

Prior to a promotional appointment within DOCR, the selected individual must answer the Prison Rape Elimination Act (PREA) questions and submit to a criminal history to comply with the Prevention Planning on Hiring and Promotion Decisions (115.17, 115.117, 115.217, 115.317). This is a requirement to meet Federal law and audit standards.

Responsibilities

Leading technical project teams involved in developing major applications and systems through all phases of the development life cycle activities: designing, testing, implementing, and maintaining applications. Consult with customers about data requirements.

Extraction and Analysis of data from the Criminal Justice Applications Systems to meet statistical and operational requirements and data requests.

Development and maintenance of reports for DOCR, County Public Safety Agencies; County Police, Sheriff’s Office, State Attorney’s Office, County Health and Human Services, Public Defenders Office, and State of Maryland Circuit/District Court system.

Troubleshooting and performing technical analysis to resolve issues. Performing technical analysis on non‑standard issues identified by end users and to streamline operations in DOCR. Addresses operational issues identified by end users. Quickly identifies problems and takes necessary corrective action.

Providing specifications for the development of program code for new applications or to make modifications or solve operating issues or problems, including the writing, testing, documentation, and installation of program code.

System Administration on Correction and Rehabilitation Information Management System, Criminal Justice Case Management System, Jail Management System, Kronos Telestaff System, In‑house Systems, etc.

Ability to lift boxes containing computer support items and equipment such as printers, computers, modems and monitors up to 50 pounds.

Qualifications Experience:

Five (5) years of professional experience in the information technology field in areas such as programming, systems analysis, and data/telecommunications.

Education:

Bachelor’s degree in computer science or a related field from an accredited college or university, or certifications in specific programming languages or operating systems may be required, depending on the duties of the position. Programming languages might include Visual C++, Visual J++, C++, C, SQL, PowerBuilder, Oracle Developer 2000, and COBOL.

Equivalency:

An equivalent combination of education and experience may be substituted.

License:

None

Physical Ability Ability to lift boxes containing computer support items and equipment such as printers, computers, modems and monitors up to 50 pounds.

Interview Preference Criteria

Experience Microsoft Power Apps Developer, Power BI, Power Automate, Power Pages.

Experience Application Development Software - Development in PL/SQL and, Oracle SQL Developer and .Net.

Experience in working with Microsoft 365, Office Suite, Cloud Services, SharePoint, Teams, SQL database, and Windows Servers.

Experience in Copilot Studio, building agents, and Copilot integration into Office 365.

Experience Business Object Crystal Server & Report Developer.

Experience Project Management.

Experience working in public safety/correctional facilities/jails settings providing technical support to end users and offender population.

Experience in working with end user at all levels in a friendly and professional manner, to deliver customer‑oriented service.

Oral and written communication skills to convey both technical and non‑technical subjects, concepts and ideas.
