A GIS Specialist position is available with the Center for Environmental Management of Military Lands (CEMML). This position provides GIS and spatial services support to the US Army Garrison Hawaii (USAG-HI) Directorate of Public Works (DPW) GIS database and Master Planning Division intranet site to include civil infrastructure and utilities. Responsibilities include updating and editing GIS data as needed, field data collection with GPS and map creation and printing. The employee will also be responsible for ensuring the GIS data meets all data standards outlined by the Army. The position is located at Wheeler Army Airfield which is located on Schofield Barracks, Oahu, Hawaii. Required Job Qualifications

BS or BA degree. Experience in the management of geospatial data or similar relevant experience. Experience with the ESRI suite of products or similar relevant experience. The successful candidate must be legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position. Candidates are required at a minimum to complete a NACI/SF85 and successfully pass a federal background check to remain eligible for employment by CSU. Must be able to comply with all applicable regulations to obtain a Department of Defense Common Access Card (CAC) and public trust clearance. Must have a valid driver’s license or the ability to obtain a driver’s license by the employment start date. Preferred Job Qualifications

BS/BA degree in GIS or closely related field with GIS course work. Demonstrated experience in the updating and creation of spatial data including digitizing, editing, attributing, creation of maps, spatial analysis and geo-processing functions using ESRI ArcGIS Pro. Knowledge of Enterprise GIS systems and ESRI Online. Experience working with vector-based data for civil infrastructure and asset management including utilities. Experience automating processes using Python, Model Builder, FME or similar methods. Experience with CADD and SDSFIE datasets. Experience using AutoCAD, MicroStation or other similar programs. Experience working in highly structured organizations, such as governmental agencies, the military or corporations, with established lines of authority, procedures, and protocols. Knowledge/experience of hardware and software maintenance for Windows systems. Essential Duties

Job Duty Category: GIS Program Support Update and maintain existing geodatabases including digitizing, editing and attributing of data from a variety of sources including but not limited to aerial imagery, CADD files, historic paper maps and field collected data. Undertake field data verification and collection using GPS and other digital data capture technologies. Coordinate with program Subject Matter Expert’s (SME’S) to update relevant spatial datasets according to the Army SDSFIE Standard. Respond to program requests to produce specialized maps, data requests and spatial analytical products. Update standard map products such as installation utilities, land use, and planning maps. Provide backup support to Records Curator position with assistance with using Bentley ProjectWise to locate As-Built drawings. Job Duty Category: Emergency Planning and Community Right to Know Act (EPCRA) Tier II and Toxic Release Inventory (TRI) Program Support Maintain EPCRA database and prepare maps from the GIS database for Tier II and TRI annual reports. Job Duty Category: Share Drive Support Provide Share drive support to users for the storage and management of Environmental data to include Share drive backup, space allocations, and trouble ticket responses. Job Duty Category: Project Management Ensure all project files are organized in the correct file structure on the network. Summarize monthly work tasks into monthly progress report. Job Duty Category: Administration Submit leave requests/reports, track training/certification requirements.
