The City of Richmond,
Department of Public Utilities , is seeking a qualified
Engineering Manager
to provide strategic leadership and operational oversight of stormwater, dam, and floodwall capital improvement initiatives and associated permitting program. The position directs planning, budgeting, design, construction, and asset management activities across DPU’s stormwater, dams, and floodwall management programs to ensure regulatory compliance, environmental sustainability, and reliable service delivery. The position also provides oversight for stormwater, erosion and sediment control, flood management permitting and CRS program, and dam inspection. Additionally, the Engineering Manager will work collaboratively with engineering, operations, finance, and external stakeholders to deliver complex capital projects on time and within budget while advancing DPU’s strategic priorities for resilience, sustainability, and risk mitigation.
Duties Duties include but are not limited to
Leadership & Strategy
Lead, mentor, and develop a team of engineering and permitting Program and Operations Managers and their staff.
Lead and manage all phases of the Capital Improvement Program (CIP) for stormwater, dams, floodwall infrastructure.
Develop and implement multi-year project plans aligned with DPU’s strategic priorities and funding strategies.
Serve as principal advisor to the Deputy Director and Senior Director on capital investment, infrastructure renewal, and compliance initiatives.
Oversee consultants, contractors, and internal project management teams to ensure quality and adherence to established timelines and budgets.
Help the team implement process improvements, such as the City’s new One Stop Shop for permitting, standard SOPs, eBuilder program information management system, record drawings management, and GIS integration.
Program & Project Management
Direct the prioritization, design, and execution of stormwater and floodwall capital projects.
Monitor construction progress, contract compliance, and change management processes.
Review engineering studies, design documents, and environmental assessments.
Manage procurement, budgeting, and reporting for capital and operating funds.
Coordinate with other DPU divisions and external partners on multi-jurisdictional and regulatory projects.
Regulatory Compliance & Risk Management
Ensure compliance with federal, state, and local environmental and construction regulations (including DEQ, EPA, and OSHA standards).
Lead asset management, condition assessment, and risk mitigation strategies to reduce system failures and service disruptions.
Prepare reports, briefings, and documentation for audits, regulatory reviews, and funding agencies.
Participate in and inform emergency response trainings and exercises.
Financial Oversight
Develop and manage multi-million-dollar CIP budgets, funding applications, and rate models.
Track project expenditures, forecasts, and cost performance metrics.
Support grant and bond funding strategies in coordination with Finance and Budget divisions.
Stakeholder Engagement
Liaise with community organizations, regulatory agencies, contractors, and consultants.
Represent DPU at City Council meetings, public forums, and interdepartmental working groups.
Promote collaboration across departments to enhance service delivery and transparency.
Qualifications, Special Certifications And Licenses Minimum Training and Experience
Bachelor’s Degree in engineering (Civil Engineering, Environmental Engineering, or Construction Management)
Six years of professional engineering experience
Two years of supervisory experience
Licensing, Certifications, And/or Other Special Requirements
Some assignments may require a valid Driver’s License with a satisfactory driving record and a valid Commonwealth of Virginia Driver’s License within 30 days of hire.
Preferred Qualifications
Minimum of 8 years of progressively responsible experience in public utility management, capital program delivery, large-scale engineering project oversight, or regulatory oversight of similar projects
Professional Engineer (PE) license preferred.
PMP or equivalent certification desirable.
Knowledge, Skills, and Abilities TYPICAL KNOWLEDGE, SKILLS, AND ABILITIES: These are a representative sample; position assignments may vary.
Strong understanding of municipal infrastructure systems, stormwater/wastewater operations, and environmental compliance.
