Project Strategy Manager – CPD Chicago Police Department – Office of Constitutional Policing and Reform, Public Safety Headquarters, 3510 S. Michigan Avenue.

Number of Positions: 4 — Salary: $89,112 annually. Days: Monday–Friday. Hours: 8:30 AM–4:30 PM. Position is exempt from career service.

ESSENTIAL DUTIES

Develop comprehensive implementation plans and strategies to ensure complete and effective implementation of reforms required under the consent decree and strategic plan (e.g., use of force, training, community policing, data/reporting).

Maintain multiple project work plans and schedules to ensure that projects adhere and meet individual milestones and deliverables associated with reforms.

Build and maintain working relationships with key stakeholders (e.g., sworn and senior staff, external stakeholders) to identify and resolve barriers to implementation and ensure systematic reform efforts.

Facilitate meetings with stakeholders to provide visibility on project progress, deadlines, and issues.

Act as a liaison with Independent Monitor’s Office and work with the team to ensure complete implementation of reforms.

Keep abreast of new or emerging reform initiatives and best practices and recommend solutions and changes to departmental policies and procedures as appropriate.

Compile and analyze data and information and draft recommendations for senior leadership.

Maintain accurate records of progress across various implementation plans.

Prepare project status, recommendations, and ad‑hoc reports for stakeholders.

Additional duties may be required for this position.

MINIMUM QUALIFICATIONS

Graduation from an accredited college or university with a Bachelor’s degree in Business, Public Administration, or a field directly related to the responsibilities of the position, plus two (2) years of project management, policy analysis, business management, or management consulting work experience; OR

Graduation with a Master’s degree or higher in Business or Public Administration, or a related field, plus one (1) year of project management, policy analysis, business management, or management consulting work experience.

SELECTION REQUIREMENTS Applicants must complete an interview which will include a writing exercise and/or a skills assessment test. Selected candidates will be those with qualifications best suited to fulfill the responsibilities of the position, based on oral and written assessment.

Participants must pass a background investigation, drug screen and other pre‑employment procedures as required by the Chicago Police Department.
