Background Vectrona is seeking a Legislative Affairs Analyst to support the National Guard Bureau (NGB) J5-J in the areas of congressional reporting, stakeholder engagement, and strategic communications. This role ensures the timely and accurate production of public-facing and legislative materials aligned with CNGB priorities and statutory reporting requirements. The analyst will manage comment collection and adjudication processes, maintain communication tracking tools, and assist in developing polished deliverables for congressional and public affairs audiences.
Day-to-Day Responsibilities
Support development of CNGB strategic communications and legislative deliverables, including responses to congressional taskings
Coordinate with NGB divisions and external stakeholders to gather required data and comments
Manage a Comment Resolution Matrix (CRM) to adjudicate input and track revisions across stakeholders
Draft and edit information papers, reports, and communication products for congressional and public audiences
Assist in the design and implementation of surveys or reporting tools to collect stakeholder input
Provide final formatting, version control, and submission of approved deliverables in compliance with NGB protocols
Maintain awareness of ongoing congressional engagements, hearings, or inquiries affecting the National Guard
Ensure messaging aligns with CNGB guidance and NGB Joint Staff priorities
Preferred Education/Degree
Bachelor’s degree in Communications, Political Science, Public Affairs, or a related field
Master’s degree or experience in federal legislative affairs preferred
Preferred Knowledge, Skills and Qualifications
5+ years of experience in strategic communications, congressional liaison, or public affairs within a federal agency or defense organization
Demonstrated ability to manage high-visibility stakeholder deliverables under tight deadlines
Experience using comment resolution tools, tracking matrices, or collaborative editing platforms
Excellent writing and editing skills, including the ability to translate technical content into plain language for public consumption
Strong understanding of federal legislative processes and congressional reporting requirements
Proficiency in Microsoft Office Suite and familiarity with document control best practices
High attention to detail and strong sense of message discipline in sensitive political environments
Knowledge of National Guard missions and Joint Staff communications processes is preferred
