Program Manager – Enterprise Risk Management (ServiceNow IRM/GRC) Location : Remote (U.S.) with occasional travel to Albany, NY Employment Type : Full-time, project-based (initial 9-month implementation; potential long-term extension) About the Role
Persistent Technology Inc. (PTI) is seeking a seasoned Program Manager to oversee the implementation of a cloud-based Enterprise Risk Management (ERM) Software-as-a-Service (SaaS) solution for the New York State Office of the State Comptroller (OSC). This high-visibility initiative leverages ServiceNow Integrated Risk Management (IRM) and Governance, Risk, and Compliance (GRC) capabilities to modernize OSC's risk identification, assessment, and reporting in alignment with the COSO Internal Control Framework. As the prime contractor, PTI's Program Manager will lead overall program governance, delivery oversight, stakeholder engagement, and strategic alignment, ensuring all project workstreams—including configuration, data migration, training, and change management—are delivered on schedule and to the highest quality standards. What You\'ll Do / Responsibilities
Provide overall leadership and direction for the ERM modernization program, ensuring alignment between PTI, OSC, and subcontractor teams. Serve as the primary executive point of contact for OSC leadership and the PTI corporate office, overseeing communications, progress reporting, and performance metrics. Establish and manage program governance, including oversight of the Project Manager, risk/issue escalation, and adherence to PMO standards. Coordinate cross-functional workstreams: requirements analysis, ServiceNow configuration, data migration, security integration (ADFS/SAML SSO), and user enablement. Monitor program performance against cost, schedule, scope, and quality objectives; provide regular reports to OSC executives and PTI senior management. Drive organizational change management, ensuring end-user adoption across ~125 business users, 30 viewers, and 4 administrators. Ensure all activities comply with OSC policies, NYS ITS standards, and relevant cybersecurity and accessibility requirements. Identify and mitigate risks proactively, maintaining accountability for overall program success and client satisfaction. Minimum Qualifications
5+ years of experience managing complex, multi-workstream IT or SaaS implementations as a Program Manager or equivalent senior leadership role. Demonstrated success delivering enterprise-scale risk management, GRC, or workflow automation solutions—preferably on ServiceNow IRM/GRC. Strong understanding of COSO, ERM, and governance frameworks within large or regulated organizations. Proven experience leading matrixed teams and subcontractors, managing executive communications, and driving consensus among diverse stakeholders. Exceptional written, verbal, and presentation skills, including experience briefing senior government executives. Preferred Qualifications
Experience overseeing technology modernization efforts for public-sector clients (state or federal). PMP, PgMP, or SAFe certification (or equivalent program management credential). ServiceNow certifications (e.g., CIS–Risk and Compliance, CIS–GRC, CSA, or CAD). Familiarity with FedRAMP, SOC 2, and ISO 27001 security frameworks. Background in ServiceNow Performance Analytics, Tableau/BI integration, or enterprise reporting solutions.
