The Department of Ecology is hiring an Operations Technical Team Supervisor (Human Resource Consultant 4) within the Human Resources Office.
Location and Schedule
Headquarters Office in Lacey, WA
Upon hire, you must live within a commutable distance from the duty station.
This position is eligible for telework and flexible schedule options.
You will be expected to work three days per week in the office for initial onboarding and training.
Upon completion of initial onboarding and training, a minimum of one day per week is required in the office.
Schedules are dependent upon position needs and are subject to change.

What you will do In this position, you will provide expertise and supervisory support, guidance, and direction to the Operations Technical Team. The team is responsible for receiving, reviewing, and entering appointment data into the HRMS, and administering protected leaves. You will help transition from hard copy appointment paperwork to electronic paperwork and electronic routing, contributing to the agency’s shift to electronic records and electronic personnel files.
This role provides supervisory experience and HR technical skills, specifically in HR Management Systems, and can serve as an entry into HR leadership.
Responsibilities
Serve as the agency’s technical expert in the state’s HRMS. Attend Data Steward meetings, stay up to date on HRMS changes and data definitions, and implement changes with the team. Coach team members through new or confusing HRMS actions.
Supervise the Operations Technical Team: coach and mentor staff, provide a safe and trusted resource, remove barriers, monitor assignments, and ensure work is accurate and timely.
Establish an auditing schedule to ensure the integrity of HRMS data; review existing measures and create a feasible audit plan.
Create canned and customized reports in HRMS or Washington Workforce Analytics to support data-driven decisions and perform in-depth data analysis as needed.
Identify, recommend, and lead improvement projects to create efficiencies in HR Operations (e.g., HRMS, employee actions, FMLA & Shared Leave, position paperwork).
As needed, process appointment paperwork or position actions by entering data into HRMS. This is not a significant aspect but may be required occasionally.
Qualifications Required Qualifications
Seven years of experience and/or education
in broad-based human resource work, including advising and consulting on HR issues. Two years of which must include experience with a human resource management/information system.
Experience must include:
Extensive Experience with Enterprise HR Systems
— managing or supporting an HRMS comparable to Washington State’s HRMS (SAP-based), including position management, personnel actions, payroll interfaces, and data auditing.
Expertise in HR Data Analysis and Reporting
— ability to create, modify, and interpret HR reports and queries using HRMS, Power BI, or Washington Workforce Analytics.
Regulatory and Policy Application
— knowledge of and ability to apply WAC, RCW, CBAs, and agency policies to HRMS transactions.
Technical and Operational Leadership
— experience supervising or leading an HR operations or technical team.
Process Improvement and Systems Optimization
— success in identifying and implementing improvements in HR operations or HRMS.
Education
involving a major study in human resources, labor relations, organizational development, business, public administration, social or behavioral sciences.
Experiential Examples
7 years of experience.
6 years of experience with 30-59 semester or 45-89 quarter college credits.
5 years of experience with 60-89 semester or 90-134 quarter college credits (Associate’s degree).
4 years of experience with 90-119 semester or 135-179 quarter college credits.
3 years of experience with a Bachelor’s degree or higher.
Desired Qualifications
Experience advising and facilitating reasonable accommodation processes and Family Medical Leave in accordance with federal and state laws.
Experience leading or supervising a team.
Public sector and/or unionized workplace HR experience.
Experience entering data into the WA State HRMS system.
PHR, SPHR, SHRM-CP, SHRM-SCP, or CLRP certification.
