Pay Base pay range: $86,681.00/yr - $104,230.00/yr
Duties and Responsibilities ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time. Under the direction of a Manager Information Technology Services 1, SG-27, within the Chief General Counsel’s Office, the Information Technology Specialist 3, SG-23, will be a supervisor of the Enterprise eDiscovery Services (EES) email team. The incumbent Senior eDiscovery Specialist will support the needs of ITS and the client agencies when implementing and managing legal holds of O365 email data.
Coordinating eDiscovery email ESI meetings with compliance officers and attorneys
Handle/triage first level technical support calls relating to office 365 eDiscovery Centers
Help document the techniques provided to compliance officers. This should include online tutorials as well as written documentation. The techniques should be problem specific so they can be accessed when needed
Handle/triage first level technical support calls with Microsoft Premier Support (MSFT). eDiscovery center tickets often require assistance by the Microsoft Programming Group. MSFT requires a set of checks to prove the problem needs Program Groups assistance. These steps are often routine but time consuming
Create a Problem/Computer State/Solution knowledge base. This knowledge base will be the first resource to check when troubleshooting problems
Record keeping and communication on legal hold compliance officer designations; maintaining documentation, distribution lists, and updating
Record keeping on all Records Retention issues, and first level legal assistance with queries about records retention issues within ITS program areas
Document all data requests; shared email account management, database maintenance, and records updating
Name normalization when requests come in as first name, last name, agency into proper unique UPN values for script processing.
Support, coordinate and assist with the response to data requests:
eDiscovery by agencies (traditional requests)
FOIL requests (ITS only)
IG-related (ITS and other agencies)
Chamber-related (emergencies and unique needs)
Perform eDiscovery Center experiments
Create Sample sets
Help document hypothesis, test conditions, test results, and summary information.
Add information into knowledge base for retrieval when requested.
Experiments define the line between expected behavior and actual behavior.
Assist with PowerShell, SharePoint, and or .Net coding to improve efficiencies and assignment workflows
Coordinate/prepare/maintain/document/file chain of custody re data requests
Assist with RFP for right-side EDRM eDiscovery product
Assist with automating weekly reports of users lists for counsel’s office
Enhance the current nightly agency.discovery.all scripts to make them easier to update when needed
Assist with Script for finding litigation hold accounts that have been deleted, and make the process a nightly scheduled process
Minimum Qualifications One year of permanent competitive services as an Information Technology Specialist 3 OR in a position at G-21 or higher deemed administrative under Section 52.6 of Civil Service Law OR in a title eligible for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non‑immigrant aliens for temporary work authorization visas or for permanent residence. Some positions may require fingerprinting. Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid‑Hudson will receive an additional $1,650 adjustment location pay.
