Technical Analyst Trainee—Environment – Environmental Protection – Kanawha County

Nature of Work Technical Analyst Trainee responsible for reviewing and approving stormwater, land disturbance, and pipeline permit applications, providing technical expertise on erosion/sediment control, slope stability, and stormwater best management practices.
Duties and Responsibilities
Review applications for stormwater permit coverage for highway projects, natural gas pipeline projects, and land disturbance permits, including evaluating the Storm Water Pollution Prevention Plan and associated documents.
Prepare technical corrections and request revisions or additional information to meet State requirements and guidelines.
Serve as subject matter expert on erosion/sediment control and slope stability.
Represent the program at public hearings, assist the Public Information Officer, review public comments, and draft responses for the Director’s consideration.
Testify before the Environmental Quality Board or other jurisdictions on relevant subject matter.
Plan, organize, and implement statewide programs, staying current with federal and state regulations and updating the best management practices manual.
Provide technical assistance to municipalities with separate storm sewer systems and support small municipalities by reviewing proposed drainage plans.
Participate in technical audits of permit compliance and coordinate support for permits under review with Environmental Enforcement Inspectors.
Conduct pre‑application meetings with companies seeking permits for pipeline installations.
Perform other duties as assigned.

Qualifying applicants must complete an internet‑based profile assessment comparing thinking, reasoning, behavioral traits, and occupational interests against the position requirements.
Successful candidates will be subject to a Motor Vehicle Record search prior to hiring and annually thereafter.
Minimum Qualifications
Bachelor’s degree from an accredited college or university with a major in Engineering (Civil, Electrical, Mechanical, Chemical, Mining, Water Resources, or related).
OR
ABET‑accredited degree in Civil, Electrical, Industrial, Mechanical, Chemical, or Mining Engineering Technology.
Valid driver’s license.
Experience with slope stability, stormwater management, erosion and sediment control, NPDES permitting, and analysis of design plans, topographic mapping, and 3D visualization.
Other Information Preference will be given to applicants with expert experience in slope stability, stormwater management principles, earth‑moving construction procedures, erosion and sediment control methods, state and federal stormwater laws, and design plan analysis.
