Duties and Responsibilities (** denotes Essential Functions)
**Serves as the Program Manager for the Office of the Vice President for Research and Innovation (OVPRI).
**Manage program/project implementation and assists with monitoring research projects, extramural and federal funded projects, meeting regularly with Principal Investigators and team members.
**Develop and maintain operational support databases and program management tools.
**Provide support for program-level data collection, entry, analysis and communication.
**Monitors grant expenditures, including subcontractors work, collaborate and negotiate with subcontractors in the coordination of off-site operations.
**Ensure compliance with all regulatory and instructional guidance related to state and federal rules, laws and regulations.
**Develops policies, procedures, and best practices for program and project administration to enhance efficiency, compliance, and sustainability.
**Facilitates communication and collaboration across internal and external stakeholders, including university leadership, funding agencies, and research partners.
**Provides training and guidance to faculty, staff, and students on program policies, compliance requirements, and reporting expectations.
**Prepares and presents comprehensive reports, metrics, and program outcomes to leadership and funding agencies as required.
**Supports strategic planning efforts, contributing to the growth and advancement of the research enterprise.
**Identifies opportunities for process improvement, innovation, and resource optimization to strengthen research operations.
**Serves as a liaison between the Office of the Vice President for Research and Innovation and other university offices, fostering interdisciplinary collaboration and partnerships.

Minimum Qualifications
Possession of a baccalaureate degree in business, science or related field and six (6) years of progressively responsible professional experience with responsibilities for program or project management; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
Knowledge, Skills and Abilities
Considerable working knowledge of principles, practices and techniques in the area of program or project management as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with program or project management.
Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
Demonstrated ability to operate a personal computer, apply word processing software.
If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
