Overview

Full professional level in Workforce Development under general supervision of the Supervisor, Program Coordinator and/or Manager, requiring considerable knowledge of Human Services or Workforce Development program coordination, scheduling, and presentations for available community resources related to the attainment of education, employment, and healthcare goals for youth (age 14-24) working in conjunction with schools, community groups, healthcare organizations, and government agency partnerships to increase programming effectiveness for target population. Performs the material and substantial duties of the classification more than 50% of the time. Responsibilities

Manage, plan, develop, schedule, coordinate and promote events and activities to address the evaluated targeted audience (age 14-24) all-inclusive needs. Provide intensive case management and high engagement services to program participants in Montgomery County. Assist in program direction; meet with program participants, establish and manage caseloads; complete required paperwork, eligibility processing and data entry. Work with community groups, healthcare organizations, schools, government agencies, and businesses to organize and conduct activities to help establish and develop goals in areas of behavior, health, education, training and/or employment. Initiate contact with interested parties; contribute to writing program policies and procedures; assist in preparation of annual budgets; obtain necessary resources. Identify and facilitate opportunities for regional and local partnerships and collaborations to leverage program impact. Increase active client participation in specific programs year after year. Assess positives and negatives for each program outcome, adjust and redesign as necessary to continually improve effectiveness of assigned programs. Provide guidance and instructions while overseeing program activities and events; respond to inquiries about programs and outreach endeavors to community and public entities. Program Design and Materials

Design, develop, and prepare materials; oversee logistics of coordinating the availability of computer lab and community spaces. Utilize computer software to design and prepare communication materials (e.g., brochures, flyers, PowerPoint presentations) and conduct presentations about Montgomery County youth programs to discuss specific objectives with community groups, healthcare organizations, schools and other government agencies to raise awareness of prevention goals related to age 14-24. Tailor materials to meet audience needs; use software to prepare spreadsheets for tracking and analysis, business letters, emails, etc. Understand software used to meet federal government data reporting guidelines. Assist Supervisor, Program Coordinator, and/or Manager with scheduling, coordinating, material preparation and promotion of resources, prevention and intervention events and activities as directed. WIOA Youth (CCMEP) and Related Programs

WIOA Youth

— Full performance level in program direction and administration requiring knowledge of CCMEP for targeted youth (age 16–24); provide intensive case management and high engagement services; assist in program direction; meet with participants; establish and manage caseloads; complete paperwork and data entry; develop participant development plans with steps toward outcomes; identify services that build on strengths to meet needs; develop partnerships with community service agencies; generate reports and status updates. CCMEP/TANF

— Full performance level in program direction and administration for CCMEP in school youth (age 14–18); provide intensive case management and high engagement services; assist in program direction; meet with participants; establish and manage caseloads; conduct essential work activity assessments; complete paperwork and data entry; develop participant development plans and ongoing coaching to engage meaningful employment and training activities; establish partnerships and generate reports and updates. Youth Resource Center (YRC) and Leadership Academy

Youth Resource Center (YRC)

— Manage, plan, develop, schedule, coordinate and promote YRC events and activities for youth; work with stakeholders to organize activities; initiate contact, assist in budgets, identify partnerships, and increase program participation; oversee program activities and respond to public inquiries about human services planning and YRC programs. Leadership Academy

— Manage, plan, develop, schedule, coordinate, and promote events and activities for youth aged 14–18; deliver case management, mentorship, and engagement services; assist in program direction; facilitate meetings; maintain caseloads; establish partnerships to support youth growth and leadership. Qualifications

Completion of bachelor’s degree in Human Services, Public Administration, Education or related field OR associate degree with major coursework in Human Services, Public Administration, Education or related field and two (2) years of direct human services or workforce development planning and development experience; OR alternative, equivalent evidence of the Minimum Class Requirements. Positions are contingent upon the availability of funds and tasks are specific to funding that supports the position. Driving, Training & Unusual Working Conditions
