Under the general direction of an Information Technology Manager I (ITM I), Custom Applications/Client Server Support Section Chief, the Senior ETL & Report Developer, Information Technology Specialist II (ITS II), acts as a senior technical lead. This role is primarily responsible for design, development, implementation, and maintenance of data pipelines and reporting solutions to meet complex data sharing, integration, and reporting needs for the Transportation System Network Replacement (TSNR) system. The incumbent develops and delivers innovative data solutions that align with enterprise business goals and supports leadership on formulating IT strategy, policy, and governance for Caltrans's current and emerging technology portfolio.

Key Responsibilities

Design, implement, and maintain robust data models, applying best practices in normalization and denormalization to support scalable, efficient data storage and retrieval.

Develop and manage ETL/ELT pipelines to ingest, transform, and validate structured data, ensuring high data quality and system reliability.

Lead efforts to integrate data feeds/real‑time data into statewide systems.

Apply rigorous testing and validation protocols to ensure data integrity.

Desirable Qualifications

Knowledge of SQL‑based transformation tools such as dbt to streamline data modeling and documentation.

Experience with implementation of workflow orchestration tools (e.g., Apache Airflow, Prefect, Luigi) to automate and monitor data pipelines.

Familiarity with cloud‑based data warehouse platforms such as Google BigQuery, Amazon Redshift, or Snowflake.

Experience scripting in Python to support data manipulation, automation, and integration tasks.

Understanding of transportation planning principles, real‑time data systems, and geospatial data applications to inform system design and policy development.

Proven ability to lead technical teams, mentor staff, and guide strategic data initiatives.

Ability to work cross‑functionally with both technical and non‑technical teams to align data strategies with business goals.

Ability to clearly communicate technical concepts to diverse audiences, including stakeholders and end‑users.

Continuous learning and sharing of best practices to enhance data solutions and team knowledge.

Highlight your expertise in using BI tools like Power BI, Tableau, and SSRS for data reporting and visualization, and how you have aligned data strategies with business objectives and optimized reporting systems.
