Under the general direction of an Information Technology Manager I, the Senior ETL & Report Developer serves as a senior technical lead. This role is primarily responsible for the design, development, implementation, and maintenance of data pipelines and reporting solutions to meet complex data sharing, integration, and reporting needs for the Transportation System Network Replacement (TSNR) system. The incumbent develops and delivers innovative data solutions that align with enterprise business goals and supports leadership on formulating IT strategy, policy, and governance for Caltrans''s current and emerging technology portfolio. Key responsibilities include, but are not limited to: Design, implement, and maintain robust data models with best practices in normalization and denormalization to support scalable, efficient data storage and retrieval. Develop and manage ETL/ELT pipelines to ingest, transform, and validate structured data, ensuring high data quality and system reliability. Lead efforts to integrate data feeds/real-time data into statewide systems. Apply rigorous testing and validation protocols to ensure data integrity. Telework may be available at the discretion of the Department and based on Caltrans policies. In-person attendance may be required based on operational needs; travel may be required; a valid driver’s license may be required for state vehicles. Work may be performed in climate-controlled offices; occasional extended computer work in a controlled environment. Desirable Qualifications

Knowledge of SQL-based transformation tools (e.g., dbt). Experience with workflow orchestration tools (e.g., Apache Airflow, Prefect, Luigi). Familiarity with cloud data warehouses (BigQuery, Redshift, Snowflake). Python scripting for data manipulation and automation. Understanding of transportation planning, real-time data systems, and geospatial data applications. Ability to lead technical teams, mentor staff, and guide data initiatives. Strong cross-functional collaboration and ability to communicate technical concepts to diverse audiences. Application & Documentation
