The UNICEF Social Policy and Social Protection Programme Team seeks a short-term consultancy to accelerate progress in the implementation of the Global Accelerator on jobs and social protection for just transitions. Specific activities include: Undertaking a synthesis of literature on the effectiveness of social protection in supporting climate change adaptation outcomes for vulnerable groups (children and young people, those living with disabilities, women and girls, and children on the move); identify salient evidence gaps. Developing the implementation roadmap and action plan for the USP2030 financing group led Sevilla Platform for Action (SPA) initiative on financing social protection. Scope of Work
Climate change intensifies social and economic inequalities, with impacts felt most by children living in poverty. Key statistics and context on climate risk and poverty are included to inform the work. Social protection can support adaptation and resilience, and can be integrated with climate considerations to strengthen long-term resilience. The consultant will support actions to accelerate progress on global commitments and deliver the following outputs. Scope of work: Inception report
outlining the methodology and theory of change/impact pathways. Draft of synthesis
summarizing global evidence and gaps, including review of outcome and impact measures with aligned concepts. Final synthesis report
(approx. 15 pages) with a short summary (max 2 pages) and an accompanying presentation. Prepare a
technical note and other communication products
highlighting the role of social protection in strengthening adaptation capabilities. Implementation Roadmap and Action Plan
for the USP2030-led SPA initiative on financing social protection, aligned with the Sevilla Commitment, outlining milestones and stakeholder engagement for rollout over the next 12–18 months. Progress Update Report
summarizing activities, achievements, challenges, and next steps. Deliverables Timeline and Terms

Education:
Post-graduate degree (doctorate preferred) in economics, public policy, political science, development studies, or related fields relevant to synthesis and analysis of evidence. Knowledge/Experience: Over 5 years of research or evaluation experience leading or contributing to literature synthesis and evidence gap mapping in social protection, social policy, child poverty, or related fields, including links to climate change or crises. Knowledge of social protection in climate change, humanitarian, or fragile contexts; experience with quantitative and qualitative methods for impact evaluation. Familiarity with UNICEF programmes on child poverty and social protection, including in humanitarian contexts. Competencies Ability to deliver outputs with tight deadlines and through multi-stakeholder consultation. Excellent ability to present technical information to non-technical audiences; strong drafting and presentation skills in English. English proficiency required. Language Proficiency:
Fluency in English; knowledge of another UN language is preferred. Requirements
