Manages and oversees civil engineering activities and issues, including engineering review of development plans, inspection of infrastructure, and issuance of permits. Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals. Oversees daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; confers with assigned staff, assists with complex/problem situations, and provides technical expertise; manages the activities of staff who perform both engineering reviews of plans and construction site inspections. Consults with Division management or other officials to review operations/activities, review/resolve problems, receive advice/direction, and provide recommendations; attends Board of Collier County Commission, Planning Commission, and Advisory Board meetings and workshops; makes formal presentations at meetings of Board of Commissioners, Planning Commission, and Advisory Board. Plans, directs, and implements a comprehensive engineering review and inspection program; manages, oversees, and organizes all engineering review activities, including administrative, technical, and final review; reviews and prepares operational reports and maintains records; develops standards, procedures, and internal methods to facilitate the review and processing of final building construction plans and development project plans. Functions as the County Engineer by approving and signing off subdivision plats; approves and inspects DEP permits for potable water, non‑potable water, and wastewater systems in accordance with standards developed by the Public Utilities Department; oversees other processes performed by other divisions that are under the purview of the County Engineer assigned to the Development Review Division. Interprets, explains, and ensures compliance with applicable state/local codes, ordinances, regulations, standards, specifications, policies and procedures, as well as approved construction plans/specifications; interprets and administers Board policies relating to land development planning and construction of public works infrastructure; interprets and applies administrative policies/guidelines and County codes, ordinances, and regulations relating to review/approval of final building construction and development plans; plans, organizes and implements policies and procedures relating to pertinent County ordinances and regulations; initiates any actions necessary to correct deviations or violations; researches code books, construction standards, technical manuals, or other resources as needed. Ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations or violations. Recommends goals and objectives; assists in developing, updating, and implementing checklists, policies and procedures relating to area of assignment; develops internal methods, standards, and procedures to facilitate the review and processing of final building construction plans and development project plans in cooperation with other Divisions. Participates in budget preparation; prepares cost estimate for budget recommendations; submits justifications for request. Manages, oversees, and participates in development of section work plan; evaluates and resolves technical issues of the section’s programs, projects, and activities. Evaluates technical issues and resolves engineering problems associated with projects and activities with those of other Divisions/Departments. Schedules and conducts meetings with public/private special interest groups associated with specific types of petitions, land development proposals, and code interpretations. Responds to and resolves sensitive and/or complex complaints or inquiries from developers, contractors, builders, engineers, architects, and planning consultants; provides information and technical assistance concerning development plans, construction requirements, non‑compliance issues, and related issues; researches and resolves complex/sensitive complaints or inquiries. Prepares amendments to land development code; prepares and/or recommends new, revised, or amended County ordinances or resolutions. Provides input to water management permits as issued by South Florida Water Management District. Evaluates technical issues and resolves engineering problems associated with the District as needed. Prepares technical reports, opinions, and correspondence relating to the review of final building and development plans. ADDITIONAL FUNCTIONS

Performs other related duties as required. REQUIRED QUALIFICATIONS

Bachelor’s degree in Engineering required. Seven (7) years of related experience. Fingerprinting required. LICENSES / CERTIFICATES

Must possess and maintain a valid State of Florida Professional Engineering (P.E.) license. Must possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805. Salary offers above the minimum of the pay grade may be considered based on qualifications. Essential Employees may be required to work during an undeclared emergency and/or declared emergency. On an incident‑by‑incident basis, the County’s Administrative Office will make the determination as to who will be required to work.
