Job Description The Human Resources Manager for the College of Design, Construction, and Planning (DCP) Dean’s Office serves as the HR expert, providing comprehensive support to the Dean’s office and its departments. This critical administrative and professional role requires consistent engagement with the college’s leadership, faculty, staff, and students.
Responsibilities
Manage HR and payroll administrative personnel and oversee payroll processes for faculty, staff, and students.
Formulate and recommend HR policies and procedures within the Dean’s office and handle personnel actions such as appointments and terminations for faculty, TEAMS, and OPS employees.
Review position descriptions, process annual staff evaluations, and manage biweekly payroll and leave approvals in PeopleSoft.
Facilitate employment, credentialing, and provider documentation for new faculty.
Collaborate with key University offices, including the Graduate School, International Center, and Human Resources, on personnel and payroll matters.
Represent the college at HR forums and liaison meetings, working closely with DCP administration to address HR concerns.
Serve as the College Tuition Waiver Expert, guiding administrative specialists through the tuition waiver process and troubleshooting issues.
Coordinate Graduate School Funding and Grinter Fellowship Awards in partnership with the college’s Academic Assistant.
Manage foreign hire processes and ensure compliance with immigration regulations in collaboration with the UF Office of Immigration Compliance Services.
Administer college-wide Tenure and Promotion (T&P) processes and maintain domestic and international notary registration.
Provide HR consulting to faculty and staff on employment laws, collective bargaining issues, and other HR-related concerns.
Oversee effort certification and faculty assignments for Dean’s Office personnel, ensuring accurate and timely processing.
Ensure compliance with mandatory training requirements, including FERPA and sexual harassment prevention.
Maintain accurate, confidential personnel records for college employees in shared drives and files.
Participate in planning and execution of college-wide HR and departmental projects.
Payroll & Tax Services
Review and process time and labor for the Dean’s Office, ensuring accuracy and timeliness.
Review preliminary and final payroll reports to resolve discrepancies.
Assist units with payroll questions and enforce university policies by relaying relevant updates to Dean’s Office administrators and unit personnel.
Compliance & Records
Review and coordinate staff Outside Activities forms to secure appropriate approvals and forward them to university offices.
Maintain accurate, confidential personnel records for college employees in shared drives and files, ensuring accessibility and compliance.
Qualifications Required:
Bachelor's degree in an appropriate area and four years of relevant experience; or an equivalent combination of education and experience.
Preferred:
Demonstrates expertise in interpreting and implementing policies and procedures established by the University of Florida, the Collective Bargaining Agreement, the Board of Trustees, and DCP.
Serves as a key resource for the Dean, Associate Deans, Directors/Chairs, faculty, and support staff.
Possesses a professional demeanor when interacting with UF administration, faculty, and staff, effectively representing the College of DCP.
Proven ability to build strong working relationships and has well-developed active listening, verbal, and written communication skills, while ensuring confidentiality.
Strong understanding of effective written and verbal communication principles and techniques.
Skilled in prioritizing and managing a heavy workload.
Practical experience and familiarity with foreign hire policies and procedures.
Proficient in Microsoft Word and Excel, ensuring effective document management and data analysis.
Salary $80,000 - $90,000
