Job Summary This position is located in the District of Columbia Government (District), Department of Insurance, Securities and Banking (DISB), Banking Bureau, Non‑Depository Examination Division. The incumbent manages the Division staff and oversees the completion of financial and compliance examinations of non‑depository financial institutions, including mortgage lenders, brokers, originators, and servicers. The incumbent also provides advice and assistance to staff handling complaints and issues involving non‑depository financial institutions.

Duties and Responsibilities

Supervise, direct, and conduct examinations of non‑depository financial institutions regulated by the DISB, ensuring compliance with applicable District and Federal statutes, regulations, administrative policies, and directives.

Prepare reports for the Banking Bureau that include examination evaluations, analysis, and recommendations.

Compile and analyze statutory reports submitted by licensees.

Participate in the drafting and implementation of policies and procedures; assist the Associate Commissioner with developing internal management controls and operational strategies for monitoring the Division’s activities.

Assist with short‑ and long‑term planning to accomplish DISB objectives.

Conduct special examinations of institutions under the DISB’s jurisdiction; meet with institutional executives to discuss examination findings.

Qualifications and Education

Specialized experience equivalent to one (1) year of experience at the next lower grade level in the line of progression.

Working Conditions / Environment Work is primarily performed in an office setting.

Tour of Duty: Monday – Friday, 8:15 a.m. – 4:45 p.m.

Pay Plan, Series, Grade MS‑501‑14

Duration of Appointment This is a Management Supervisory Service (MSS) appointment.

MSS At‑Will Statement Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining This position is not covered under a collective bargaining agreement.

Position Destination This position has been deemed Security Sensitive under the guideline of the DC Personnel Manual. Incumbents are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations and must pass a criminal background and consumer credit check as a condition of employment. Periodic criminal background checks will be conducted throughout the tenure.

Residency Requirement For positions in the Career, Management Supervisory, or Educational Service with an annual salary of $150,000 or more, applicants must establish residency in the District of Columbia within 180 days of the effective date of appointment and maintain residency for the duration of the appointment.
