Job Summary The mission of the D.C. Department of Human Services is to provide meaningful and equitable services, supports, and access to resources for District residents to realize their goals. This position is within the Department of Human Services (DHS), Economic Security Administration (ESA), Division of Policy, Training and Quality Assurance (DPT&QA).

This position is established to serve as a supervisory policy and program analyst and is responsible for performing work, which requires the incumbent to review unresolved issues, synthesize and simplify complicated information, define, describe, and compare policy alternatives, summarize study results, and present findings to the Deputy Administrator to aid in examining complex policy and program development proposals to support the goals and objectives of the Administration.

Duties and Responsibilities Serves as the first line supervisor for all matters of social service policy and develops a wide range of policy interpretations and documents to aid in making changes to existing programs and developing new programs. Identifies areas of major concern for training of staff to fulfill federal mandates and ensure staff's capacity to perform eligibility determination. Responsible for reconciling issues with a wide range of experts, including representatives of Federal and District government agencies, analyzing legislative developments, and assessing impacts on current operations and program trends. Defines and describes issues, to develop program options and advises the Deputy Administrator on potential impacts and alternatives. Serves as a primary advisor to the Deputy Administrator on program development issues, policy interpretations and provides guidance to Program Analysts and Policy Analysts within the Office. Performs a variety of recurring special assignments and identifies and defines issues for exploration. Identifies pertinent sources of information and applies expertise to generate and coordinate data analyses used for program operations, training curricula, and program development by having a comprehensive understanding of program rules and requirements. Synthesizes information and prepares comprehensive reports that contribute to the development of Administration policy, program regulations, and to propose changes in legislation.

Selective Placement Factor Qualified applicants must have demonstrated experience in conducting research and analysis of Federal and local laws and regulations related to one or more of ESA’s public benefit program domains (SNAP, TANF, Medicaid) in order to summarize findings and conclusions in the forms of policy briefs/memorandums and oral briefings used to clarify and formulate policy.

Qualifications and Education Specialized experience in or directly related to the line of work of the position. One (1) year of specialized experience must be equivalent to at least the next lower grade level in the normal line of progression. A bachelor’s degree or higher-level degree preferred.

Working Conditions/Environment The work is performed primarily in the office setting; travel to meetings with contractors, providers, grantees and customers in other settings may also be necessary.

Duration of Appointment: Management Supervisory Service (MSS) (At-will)

MSS At-Will Statement: Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Position Designation: This position has been designated as security sensitive; subject to enhanced suitability screening and background checks.

Residency Preference: Maintain bona fide District residency for seven (7) consecutive years from the effective date of employment.

Residency Requirement: For salary $150,000 or more, establish residency within 180 days of appointment and maintain it thereafter.
