Assistant Vice President for Business Services & Data Privacy
We are seeking skilled and team‑oriented applicants for the following position – Assistant Vice President of Business Services. The AVP handles the negotiation of complex contracts on behalf of the university, including real estate, intellectual property, data security and privacy, and other areas. The AVP serves as the university’s real estate officer and as the data privacy and HIPAA privacy officer. The AVP supervises the work of public records, records retention, procurement and contracts, and environmental health and safety. The AVP is responsible for enterprise risk management strategies, leading a proactive and collaborative approach to risk assessment, management, and mitigation. The AVP supervises the Director of Risk Management, who handles traditional risk management duties and insurance. This position requires a high‑level knowledge of the legal obligations of an institution of higher education, the ability to prioritize a heavy workload, solid supervisory skills, and the ability to work collegially in a decentralized environment of shared governance.
Responsibilities
Procurement & Contracts: strategic leadership, oversight, and management of all contract‑related activities at EWU, including development, negotiation, review, and execution of contracts, agreements, and memorandums of understanding; ensure contracts align with the university’s mission, policies, and legal requirements while mitigating risk.
Public Records, Records Management: oversight of the Public Records Manager; respond to public records requests, subpoenas, search warrants, and FERPA requests; maintain the records retention schedule and monitor compliance.
Real Estate & Intellectual Property: serve as the real estate officer; negotiate and sign real estate agreements; participate in the intellectual property committee and work with outside counsel on assignment of rights, patent applications, and technology transfer; review contracts involving grants and research with the Office of Grants and Research Development.
Data Privacy Officer: serve as the university point of contact for privacy concerns; monitor privacy notices and data practices to ensure compliance with relevant laws; establish guidelines and best practices for privacy and confidentiality; provide training on FERPA, HIPAA, GLBA, and GDPR; investigate privacy complaints and conduct personnel investigations as needed; perform periodic risk assessments.
Risk Management: direct EWU’s enterprise risk management strategies; supervise the Director of Risk Management; support documentation gathering for discovery requests.
Other duties as assigned related to governance, compliance, and risk management.
Required Qualifications
Juris Doctorate;
5+ years of experience in contract law, negotiation, and administration;
Experience advising on compliance obligations with respect to state and federal laws; experience with discovery, public records requests, and/or insurance.
Preferred Qualifications
Previous experience working at an institution of higher education;
Previous supervisory experience;
Previous experience with data privacy.
Other Skills And Abilities
Superior communication and public speaking skills; ability to communicate complex issues verbally and in writing to the university community and the public.
Ability to maintain confidential information; manage conflict and stress; strong organizational and research skills with attention to detail.
Knowledge of federal and state data privacy laws (FERPA, HIPAA, GLBA, GDPR) and related regulations.
Experience in procurement, public works bidding, or contract management; ability to manage a heavy workload, set priorities, and meet deadlines.
Collaborative and professional interactions with staff and university constituents; strong teamwork skills.

Conditions Of Employment This position may involve receipt of funds or other items of value and unsupervised access with vulnerable individuals; background check is required prior to beginning employment. All new employees must comply with EWU Immunization Policy 602‑02 and provide proof of immunity or vaccination to MMR before work begins. Waivers for immunization are available for medical or religious reasons. This is an Administrative Exempt position and is covered by EWU Policy 406‑01 (Exempt Employment); see the policy link for details. After starting employment, required training will be completed via Canvas; Workplace Belonging training will be available on December 1 and completed by March 31, 2026. Salary Information The salary range is $117,972 (minimum) to $136,000 (maximum).
