Job Summary

We are seeking skilled and team-oriented applicants for the position of Assistant Vice President of Business Services. The AVP handles the negotiation of complex contracts on behalf of the university, including real estate, intellectual property, data security and privacy, and other areas. The AVP serves as the real estate officer for the university and as the data privacy and HIPAA privacy officer. The AVP supervises Public Records, Records Retention, Procurement and Contracts, and Environmental Health and Safety. The AVP is responsible for enterprise risk management strategies, leading proactive risk assessment, management and mitigation. The AVP supervises the Director of Risk Management, who handles traditional risk management duties and insurance. This position requires knowledge of legal obligations of higher education, ability to manage a heavy workload, strong supervisory skills, and the ability to work in a decentralized environment of shared governance. The salary for this position is $117,972 (minimum) up to $136,000 (maximum). The hired candidate’s starting point within this range depends on education, experience, and skills. Juris Doctorate 5 or more years of experience in contract law, negotiation, and administration Experience advising on compliance obligations with respect to state and federal laws Experience with discovery, public records requests, and/or insurance Preferred Qualifications

Superior communication and public speaking skills, including the ability to communicate complex issues verbally and in writing to the university community and the public Demonstrated ability to maintain confidential information Ability to manage and work with conflict, including interactions with individuals under stress Strong organizational and research skills with attention to detail Knowledge of federal and state data privacy laws (e.g., FERPA, HIPAA, GLBA, GDPR) Professional experience in procurement, public works bidding, or contract management Ability to manage a complicated workload, set priorities, communicate with campus constituents, and meet deadlines Strong analytical skills for problem resolution and contract analysis Ability to maintain professional and collaborative interactions with staff and university constituents Excellent teamwork and collaboration Job Duties

Procurement & Contracts Provide strategic leadership, oversight, and management of all contract-related activities at EWU, including development, negotiation, review, and execution of contracts, agreements, and memorandums of understanding. Ensure contracts align with the university’s mission, policies, and legal requirements while mitigating risk and supporting institutional goals. Maintain high-level expertise in contract law, negotiation, and administration, and collaborate with internal and external stakeholders. Supervise the Procurement & Contracts department, which handles contracts for goods and services, affiliation agreements for practicum placements, and supports purchasing in Banner (vendors, encumbrances, requisitions, purchase orders). Administers purchasing cards, fuel cards, and corporate accounts with vendors. Percent of Time:

40 Data Privacy Officer Serve as the university point of contact for privacy concerns from students, employees, and outside persons Review and monitor website privacy notices, data collection, and access/disclosure practices for compliance with applicable laws Maintain current knowledge of legislative/regulatory changes affecting collection, retention, and use of personally identifiable data Establish university guidelines and best practices for privacy and confidentiality; oversee corrective action and improvement efforts Serve as EWU’s HIPAA privacy officer In conjunction with the CIO, participate in the data breach incident response team; lead risk assessments and direct breach notification as required by law; document security incidents and responses Provide training on data privacy and confidentiality requirements (e.g., FERPA, HIPAA, GLBA, GDPR) Investigate privacy complaints and, in coordination with Human Resources, conduct personnel investigations as necessary Perform periodic risk assessments related to privacy and confidentiality Percent of Time:

20 Risk Management Direct EWU’s enterprise risk management strategies, including identification, transfer, mitigation, and response to risks; provide guidance on compliance, legal, and reputational risks Supervise the Director of Risk Management, who handles insurance matters (property, cyber, international travel, student liability, and more) and conducts risk assessments and youth protection programs Support gathering documentation in response to discovery requests Percent of Time:

20 Public Records, Subpoenas, Records Management Oversee Public Records Manager; respond to public records requests, subpoenas, search warrants, and FERPA requests Maintain records retention schedules and provide training on compliance Percent of Time:

10 Real Estate & Intellectual Property Agreements Serve as real estate officer; negotiate and sign real estate agreements when EWU is lessee or lessor Serve on the intellectual property committee; draft agreements and work with outside counsel on assignment of rights, patent applications, and technology transfer Review contracts involving grants and research with the Office of Grants and Research Development Percent of Time:

10 Conditions of Employment This position may involve receipt of or accountability for university funds or items of value and unsupervised access with vulnerable populations. The offer is contingent upon successful completion of a background check prior to beginning employment.
