General Description Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries.

Performs highly complex (senior-level) budget preparation and analysis work for the Vehicle Titles and Registration Division within the Operations Section. Work involves coordinating budgetary activities, reviewing and analyzing budgets and expenditures, and providing technical advice and assistance on budgetary matters for a $60+ million annual operating budget. May supervise the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Essential Duties

Acts as the subject matter expert on all division budgetary matters.

Utilizes CAPPS to enter requisitions, receive invoices, export data, and perform research.

Develops and maintains detailed monthly tracking of all division expenditures for all contracts and purchase orders impacting division expenditures.

Performs monthly expenditure forecasting and projections to assess annual expenditures and potential lapses.

Conducts trend analysis on actual and projected expenditures to assess reasonableness and to assess potential funding needs.

Collects, tracks and analyzes all external and internal information that may impact division expenditures.

Makes recommendations for budget category transfers based on knowledge of division activity.

Works with contract monitors, unit manager and section director to fully understand all goods and services under contract and their budgetary impacts to the division.

Creates, maintains or updates monthly reporting package and other as-needed reports and analyses.

Coordinates across divisions on budget or expenditure activity impacting the division.

Maintains division position control and analyzes the division’s salary budget and expenditures.

Prepares division funding needs for legislative appropriation requests.

Facilitates monthly budget reporting meeting with division leadership.

Creates standard operating procedures (SOP) and maintains detailed procedural documentation for work performed.

May travel up to 10% of the time. Travels by car (may include flying). May include overnight travel. May require working extended hours and some evenings and weekends, as needed.

Required to attend work regularly and adheres to approved work hours in accordance with department policies and procedures.

Performs other job duties as assigned.

Knowledge, Skills, and Abilities Advanced knowledge of accounting, budgetary, and management principles, practices, and procedures; forecasting methodologies; legislative appropriations requests and annual operating budget processes; automated accounting, budgeting, and forecasting programs; and performance measurement and reporting.

Advanced Excel skills, including ability to perform advanced modeling including VLOOKUP’s, pivot tables, formulaic analysis, dataset linking, report creation, etc. Skilled in analyzing financial data, and ability to analyze fiscal management information to determine appropriate use of funds, perform statistical analyses, identify and develop budgetary reports and schedules, analyze budgetary problems and develop and present solutions.

Minimum Qualifications and Requirements Education • Bachelor’s degree from an accredited college or university.

Experience • Three (3) years’ experience in budget preparation, forecasting and financial analysis.

• Experience may be substituted for education on a year-for-year basis.

Preferred Education • Major coursework in accounting, finance, business administration, economics, statistics, data analysis, or a related field is preferred.

Registration, Certification and/or Licensure A valid Class "C" driver's license is required. A satisfactory driving record is required for operating state or personal vehicles to conduct department business.
