Performs research, develops and generates a variety of informational articles, publications, documents, programs, procedural manuals, and presentations for the Traffic Safety Division. The role involves providing complex information through multiple types of media, developing and overseeing programs and processes. Employees at this level are virtually self‑supervising and assume direct accountability for the work product.

Essential Duties

Research, plan, compose, edit, and reformat a variety of materials including manuals, newsletters, technical documents, brochures, forms, posters, organizational charts, speeches, talking points, and presentations, utilizing applicable computer software programs.

Develop informational and educational programs for employees and the public for print, audio/visual, and web‑based formats.

Review and analyze incoming materials including literature, administrative rules, policy history, legislation, and other research materials for pertinent information to be included in publications, documents, internal operating procedures, or written summaries.

Direct, develop, and evaluate presentations, dashboards, metrics, and goals.

Develop and update the division’s SharePoint sites and content. Create new web pages and revise existing web pages, ensuring current content is displayed on the division’s internet and intranet sites.

Coordinate and respond to Public Information / Open Records Requests for the Traffic Safety Division.

Assist the Communications Division’s Media Relations Section by developing concise, accurate and timely responses to inquiries from the media regarding division responsibilities.

Coordinate and respond to all TxDOT.gov customer service inquiries received in the Traffic Safety Division.

Prepare sensitive and high‑level correspondence and administrative or technical reports.

Serve as representative in interagency groups and on technical committees.

Answer inquiries regarding specific areas of expertise; assess project requirements with clients and supervisors; define audience and specify goals.

Perform other job responsibilities as assigned.

Minimum Qualifications Education:

Bachelor’s Degree in Communications, Public Relations, Business, or related disciplines. Relevant work experience may be substituted for degree on a year‑per‑year basis.

Experience:

Five years of writing, editing, journalism or communications related activities. Experience can be satisfied by full‑time or prorated part‑time equivalent. Related graduate‐level education may be substituted for experience on a year‑per‑year basis.

Licenses and Certifications:

Valid driver’s license. This position requires driving a state vehicle.

Extensive knowledge of writing methodologies and strategies to develop and implement appropriate informational and educational materials, presentations, white papers, and talking points for division leadership.

Interpreting and analyzing applicable laws, rules, and regulations.

Developing and implementing internal policies, procedures, and technical information.

Composing and proofing correspondence and informational materials.

Researching, analyzing, and organizing business, statistical, and technical data.

Preparing and maintaining confidential and sensitive records, files, and reports.

Program/project planning, development, and management methodologies.

Web design and use of applicable developmental tools for web structures, online manuals, SharePoint, and other data display tools.

Providing prompt and courteous customer service; advising customers when delays are necessary and following up on identified problems until resolved.

Public relations for maintaining effective working relationships with individuals and groups, both internal and external.

Establishing plans and setting objectives and goals that support overall business strategy/results; anticipating and adjusting for problems or roadblocks.

Showing initiative and action beyond what is required to improve products or services; self‑starting and completing assignments independently without constant supervision.

Physical Requirements and Working Conditions

Light work: lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs.

Standing prolonged periods of time.

Repetitive motion—substantial movements of the wrists, hands, and/or fingers.

Close visual acuity—work includes data/figures; view a computer screen; extensive reading.
