Overview The Director of Human Resources assists the Executive Director in leading the district’s human capital systems and ensuring effective implementation of all personnel functions. The position is responsible for directing districtwide recruitment and staffing, serving as the lead for classified labor relations and collective bargaining, and overseeing contract administration, investigations, performance management, and compliance. The Director provides strategic counsel to district leadership and ensures human resources practices are aligned with district goals, legal requirements, and the strategic plan. The position requires a high level of mobility to respond promptly to schools and district sites.
ESSENTIAL FUNCTIONS
Provides leadership and strategic direction for staffing, recruitment, workforce planning, and department initiatives in alignment with district goals; assists the Executive Director in advancing departmental goals and implementing the district’s strategic plan. Leads recruitment and selection processes for all employee groups, including development of recruitment strategies, outreach and marketing, representation at recruiting events, screening oversight, and development of qualified candidate pools for all bargaining units and classifications. Serves as Chief Negotiator for the Public School Employees (PSE) bargaining unit, leading collective bargaining strategy, contract administration, labor-management meetings, and collaborative issue resolution. Administers and interprets classified collective bargaining agreements; ensures consistent application across the district and advises administrators on contracts, staffing, performance, and disciplinary matters. Acts as a liaison with legal counsel regarding labor relations, investigations, disciplinary actions, grievances, negotiations, and compliance matters. Conducts and oversees investigations related to employee misconduct, discrimination, and policy violations; recommends outcomes and prepares disciplinary documentation, grievance responses, memorandums of understanding, settlement agreements, and other critical legal or contractual documents. Partners with the Executive Director on staffing allocations, budgeting related to personnel, workforce forecasting, and preparation of reports to senior leadership and the Board of Directors. Oversees certification and compliance requirements for assigned personnel, including paraeducator programs, alternative routes, and mandated tracking of employment-related credentials. Develops and maintains personnel-related board policies, procedures, administrative guidelines, and official records to ensure legal compliance and organizational coherence. Provides leadership, supervision, and evaluation of assigned human resources staff and promotes a collaborative, confidential, and ethically responsible work environment that supports employee engagement and high performance. Delivers training and guidance for administrators and supervisors in areas of contracts administration, performance management, labor relations, compliance requirements, and HR best practices. Analyzes workforce data, monitors trends, prepares reports, and executes special projects to support strategic decision-making and continuous improvement of HR operations. Represents Human Resources and the district on committees, professional meetings, and initiatives as assigned, and performs related duties in support of departmental and organizational objectives. Performs other duties as assigned by the Executive Director of Human Resources or Superintendent in support of district goals and operational needs. MINIMUM QUALIFICATIONS
Education and Experience Master’s degree in Human Resources, Education, Business Administration, Public Administration, Organizational Leadership, or a related field preferred. Five (5) years of progressively responsible experience in human resources, education administration, or a closely related field. Demonstrated experience in recruitment, labor relations, collective bargaining, contract administration, personnel records management, benefits administration, and budget development. Five (5) years of successful supervisory and evaluation experience preferred. Professional human resources certification (e.g., SHRM-CP, SHRM-SCP, PHR, SPHR) preferred. Demonstrated success in leading and developing staff, engaging in effective human relations, and communicating with clarity and professionalism. Required Knowledge, Skills, and Abilities Knowledge of: Federal, state, and local laws, regulations, and policies governing employment, labor relations, certification, and collective bargaining. Human resources principles and practices, including recruitment, employee relations, classification, compensation, and benefits administration. Collective bargaining processes, dispute resolution mechanisms, and contract compliance. School district operations and staffing structures preferred. Technology systems, including Google Workspace, Microsoft Office Suite, HRIS, and data management platforms. Ability to: Provide leadership in all personnel operations while exercising sound judgment, confidentiality, and discretion. Interpret and apply contracts, employment laws, and district policies with consistency and accuracy. Communicate effectively in oral, written, and interpersonal formats with diverse stakeholder groups. Analyze complex issues, evaluate data, and develop strategic, solutions-oriented recommendations. Manage multiple priorities, organize work efficiently, and meet deadlines independently. Lead and facilitate collaborative processes, deliver effective training, and support professional growth of staff. Utilize data and technology to support HR decision-making, reporting, and continuous improvement. Maintain accuracy, attention to detail, and accountability in all human resources functions. Skilled in: Data analysis, spreadsheet tools, and HR reporting for decision-making and presentations. Organizing and coordinating complex workloads in a fast-paced environment. Using technology and HR information systems to enhance operational effectiveness. Licenses, Certifications, and Conditions of Employment
Valid Washington State driver’s license or equivalent. Must be able to travel to and move within school and district locations in a timely manner to meet operational needs, with or without reasonable accommodation. Must successfully complete a fingerprint and background check in accordance with Washington State law. Ability and willingness to work flexible or extended hours, including evenings or weekends, to support negotiations, investigations, and time-sensitive district operations. MENTAL DEMANDS Experiences frequent interruptions; required to meet inflexible deadlines; requires concentration and attention to detail; may occasionally deal with distraught or difficult individuals. PHYSICAL DEMANDS Experiences long periods of sitting; requires extended periods of ongoing computer use/screen time.
