GENERAL STATEMENT OF DUTIES
Performs highly responsible executive and management work in planning, organizing, and coordinating the communications, media relations, and public information activities of the City of North Miami. Performs related duties as required. This position involves highly responsible management work in planning, organizing, and overseeing the City’s communications, public information, and public relations functions. The Communications Director has primary responsibility for planning, developing, and executing the City’s internal and external communications, including media relations, public information management, and digital engagement. Develop and implement a comprehensive communications and public information strategy. Prepare the annual communications and public relations department budget and effectively manage expenditures. Manage digital and social media platforms to ensure timely, accurate, and engaging content. Coordinate and conduct press conferences; prepare press releases, public service announcements, and other media materials for the dissemination of City news and information. Maintain effective working relationships with representatives of newspapers, television, radio, and other media outlets. Respond to emergency situations requiring information coordination and serve as the on-site liaison with media representatives. Support departmental communication needs, City Council initiatives, and community programs, including planning and promoting activities. Oversee the design, preparation, and distribution of public notices, reports, and publications. Supervise public information and communications staff, providing leadership and direction. Advise administration on public relations matters and communication policy. EDUCATION AND EXPERIENCE Bachelor’s degree with major coursework in Journalism, Communications, Public Administration, or a related field. A minimum of five (5) years of experience in public relations, journalism, or governmental communication programs, including managerial or leadership experience. OR An equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. ADDITIONAL REQUIREMENTS
Master’s degree or other professional certifications preferred. A valid Florida driver’s license. Thorough knowledge of publicity methods, public relations practices, and techniques for composing, editing, and publishing articles, press releases, and other communication materials. Strong understanding of press operations and media broadcast requirements. Good knowledge of governmental procedures, policies, and protocols. Ability to establish and maintain effective working relationships with City officials, employees, external agencies, media representatives, and the public. Ability to work a flexible schedule, including evenings and weekends, as needed. Excellent written and verbal communication skills, with the ability to express ideas clearly and concisely to individuals and groups. Skilled in developing and delivering effective public presentations. Strong organizational skills with the ability to multitask, manage multiple projects simultaneously, and prioritize effectively under tight deadlines. Proficiency in computer applications, including Microsoft Office Suite, PowerPoint, and graphic design or publication software.
