FEDITC is seeking
Support Agreement Management Support
to assist the
67th Cyberspace Wing (67 CW)
at
Joint Base San Antonio (JBSA) – Lackland, TX . United States citizenship and an Active Top Secret clearance with SCI eligibility (TS/SCI) are required to be considered for this position.
The contractor shall manage
Memorandums of Agreement (MOA), Memorandums of Understanding (MOU), Service-Level Agreements,
and
Host-Tenant Support Agreements
affecting multiple geographically separated units worldwide. The contractor shall also serve as the 67 CW requirements advocate during negotiations for all inter-service and intra-service agreements.
Responsibilities
Manage the 67 CW Support Agreement Program, including MOAs, MOUs, Service-Level Agreements, and Host-Tenant Support Agreements affecting local and geographically separated units worldwide.
Serve as the Wing’s liaison to external organizations, advocating for support requirements during essential negotiations.
Develop, review, provide expertise, and recommend changes to MOA/MOU, Service-Level Agreements, and Host-Tenant Support Agreements in accordance with established timelines.
Manage approximately 60 agreements in the 67 CW repository, maintaining an 85% or better currency rate.
Develop, analyze, and coordinate programming and planning documents identifying functions and tasks for participating organizations.
Formulate and provide guidance to 67 CW units regarding different types of agreements, required formats, and administrative procedures.
Maintain and track all 67 CW agreements in the repository, ensuring they remain current, accurate, and relevant throughout their lifecycle.
Address and resolve issues with host bases or participating parties at the lowest level possible, following impasse procedures if unresolved within 90 days.
Review all agreements to ensure completeness and compliance with applicable regulatory and policy requirements.
Coordinate internal reviews of all Wing support agreements with applicable staff and special offices, including Security, Financial Management, Training, Manpower, and the Staff Judge Advocate.
Track and manage the coordination and approval process for internal and external support agreements, ensuring compliance with 16 AF, MAJCOM, and Headquarters Air Force reporting instructions.
Ensure timely processing of support agreements and conduct periodic reviews to validate their accuracy, currency, and relevancy in accordance with DoDI 4000.19, AFI 25-201, and 16 AF Guidance Memorandum.
Coordinate annual training for all Agreement Points of Contact (POCs).
Conduct semi-annual self-inspections in accordance with MAJCOM, NAF, and local IG guidance and timelines, documenting results in the Management Inspection Control Tool (MICT).
Qualifications
Experience/Skills: Managing or coordinating MOA/MOU, Service-Level, or Host-Tenant Support Agreements.
Maintaining repositories, ensuring accuracy and compliance of official documentation.
Collaborating across multiple directorates, agencies, or organizations to ensure proper agreement coordination.
Strong written and verbal communication skills supporting policy compliance and program tracking.
Resolving agreement issues and facilitating negotiations to meet operational requirements.
Clearance
Active Top Secret Clearance with SCI eligibility (TS/SCI) required.
Must be a United States Citizen and pass a background check.
Maintain applicable security clearance(s) at the level required by the client and/or applicable certification(s) as requested by FEDITC and/or required by FEDITC\'s Client(s)/Customer(s)/Prime contractor(s).
