This position is located within the Department of Health Care Finance (DHCF), Health Care Policy and Research Administration (HCPRA). The DHCFs mission is to improve health outcomes by providing access to comprehensive, cost-effective, and quality healthcare services for residents of the District of Columbia. Duties And Responsibilities Collaborates with government agencies and community organizations to address Medicaid policy concerns, identify root causes, and recommend solutions to improve efficiency. Develops and updates Medicaid policy and procedure documents by gathering information from various federal and state regulations; and plans, organizes, analyzes, evaluates and provides policy guidance to data analysis, systematic and business processes. Coordinates with DHCF and District of Columbia Access System (DCAS) to establish Medicaid eligibility priorities and objectives that impact the DCs eligibility system. Participates in planning and implementation meetings to monitor progress and finalization of projects. Independently executes a policy project plan life cycle by gathering/interpreting the policy, creating/updating policy documents, creation of JIRA tickets, timeline setting, serve as lead contact on Joint Application Requirement/Joint Application Development meeting, training and any additional task, need to complete the entire project. Oversees and manages contracts by contributing to legally binding agreements from creation to execution, monitoring and renewal. Manages, organizes, coordinates and monitors activities and functions of eligibility program projects in cooperation with other internal and external stakeholders. Monitors the program to ensure delivery of expected program updates, changes or corrections and identifies any additional emergent needs or problems. Prepares written or oral summaries identifying data findings, recommendations, and project management. Recommends improvements or solutions to problems or determines appropriate actions to resolve the issue. Observes and analyzes Medicaid programs to verify compliance with federal and state guidelines.

Qualifications And Education

Specialized Experience Experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and this is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
