Summary

The IT Director is responsible for managing and maintaining the technology required for Finney County and it's supported outside agencies. This position reports directly to the County Administrator and the Assistant County Administrator and/or his/her designee.

Definition and Examples of Work

25%

Directs and establishes IT-related projects, across departments and agencies Develops and maintains Finney County budget for technology equipment, and the replacement of said equipment. Maintains Finney County licensing and software agreements. Oversees contract negotiations with IT vendors, contractors, and service providers. Evaluates resource requirements Purchases necessary equipment and supplies for the department. Design, specify, configure, install, and maintain local area network hardware, software, and datacenter services such as personal computers, system software, software applications, virtual and remote access, firewalls, printers, servers, routers, bridges, switches, cabling, and Internet service providers. Research and evaluate new technologies. Assist departments and the Computer Technology Committee to evaluate software and hardware. Develops connectivity across Finney County. Network cable installation and termination as needed. 25%

Provides leadership to IT specialists and other staff.

Maintains knowledge of current and upcoming standards and trains staff to those standards. Assists IT staff to build internal IT department budgets. Advises the County Administrator or administration on matters relating to department operations and county-wide operations. Defines and monitors performance, productivity, and compliance of department staff with goals, objectives, policies, and procedures to ensure all work meets the required expectations. Trains users on software and equipment usage. Respond to the needs and questions of network users concerning their access to resources on the network and the operation of various software programs. Assigns and plans work, establishes priorities, provides coaching and performance management, including decisions related to pay, discipline and promotions. 25%

Creates and implements IT policies, protocols, and standards

Evaluates IT procedures for more current and efficient alternatives. Promote the importance of cybersecurity, and the employees roll in not just their cybersecurity, but how it plays into Finney County cybersecurity. Manage the development, implementation, installation, and operation of information functional systems for the organization. Develop, implement, and monitor management information systems policies and control to ensure data accuracy, security, and legal and regulatory compliance. Manage information management operations such as scheduling, backup, storage, and retrieval functions and develop, maintain, and test disaster recovery plans. Develop and implement policies and procedures related to network hardware and software acquisition, use, support, security, and backup. Establish and maintain network users, user environment, directories, and security. 25%

Maintains relationships with other boarded agencies, departments with separate budget authority, and other state and local entities.

Develops and designs working documents for state and local bodies to work together on large scale projects. Communicates the importance of connectives to the public. Coordinates department activities with various governmental and outside agencies and other County departments. Additional duties may be assigned as business needs require.

Requirements

Qualifications

• Basic literacy and numerical functions

• Ability to speak and write effectively.

• Ability to access input and retrieve information from a computer.

• Use of common clerical routines and basic office equipment (typewriter, computer, copier)

• Knowledge of a body of standardized and extensive rules, procedures, or operations within the technology field

• Strong ability to use office suites such as Microsoft Office, Libre Office, and Google Docs.

• Experience and skill with Active Directory, DNS, DHCP, and web technologies such as HTML, CSS, and Automation APIs.

• Ability to use current operating systems ranging from Microsoft Windows through FOSS-based variants of Linux, and Apple OSX.

• Experience with coding concepts and best practices, variable structures, and how to implement Database engines such as SQL, MySQL, MariaDB, or Oracle

• Skills in time management, planning, work organization, job coordination and record keeping.

• Ability to accurately interpret laws, policies, and regulations.

• Ability to establish and maintain effective working relationships with county officials, employees, community agencies, and people from a variety of socioeconomic backgrounds.

• Skills in employee motivation and supervision.

Required Education and Experience

• Associate's degree in from an accredited university in Computer Information Systems, Management Information Systems or a related field.

• Five to seven years of progressively responsible experience in information technology management, systems administration, or network infrastructure.

• Three to five years of supervisory, leadership experience and project management.

Preferred Education and Experience

• Bachelor's degree in from an accredited university in Computer Information Systems, Management Information Systems or a related field.

• Seven to ten years of progressively responsible experience in information technology management, systems administration, or network infrastructure.

• Five to seven years of supervisory or leadership experience in IT operations or project management.

Certification, License, Registration

Valid Kansas Driver's License MCSE preferred Ability to obtain CPR/First Aid and Defensive Driving certification
