Under administrative direction provided by the CSPS Functional Manager (ITM II), the Functional Business Manager (ITM I) is responsible for managing the business analysis team performing a variety of complex analytical and IT support activities for the California State Payroll System IT Project, a project to improve and replace the current personnel and payroll systems.
The CSPS will deliver a modern solution for Human Capital Management (HCM) including core HR functionality (position control, personnel administration, benefits administration, time management, and travel and expense management) and Payroll with employee self-service and streamlined business processes using innovative technology solutions.
The incumbent will influence the design of the future solution and organization, leading a team performing the most complex analysis of business and technical needs with project management tasks, which include personnel and payroll systems design planning and implementation activities. They must demonstrate the highest level of expertise in business systems analysis techniques and System Development Lifecycle (SDLC) practices, the Project Management Lifecycle (PMLC), CA-Project Management Framework (PMF), Change Control principles and practices, Information Technology Security concepts, and customer service concepts.
Duties performed: (Candidates must perform the following functions with or without reasonable accommodations.)
Lead and manage a team responsible for all main business capabilities development, design, configuration, release management, testing, and implementation of the future solution. Plan, organize and direct the work of several senior Business and Technical Leads and a variety consultants. Develop IT policy, program goals and objectives, ensuring the future solution implementation is in conformance with the organization's policies and objectives. Ensure work complies with both industry and project standards. Provide leadership in the identification, quantification, and mitigation of project issues and risks. Provide strategic leadership in discussions regarding process design, change impacts, and potential issues to help remove barriers and keep the project on track. Manage the requirements management tool and portfolio of analysis tasks. Develop the future solution policies, goals and objectives and ensure the implemented future solution meets those goals and objectives. Work with the Project Management Office, Organizational Change Management teams, and other technical teams to ensure project artifacts (schedule, metrics and reporting) are updated timely. Ensure project tasks are on schedule, independently leading mitigation activity to bring work activity back into compliance with baselines. Inform executive management of project progress and any issues that arise. Collaborate with the Contract Manager to obtain and manage contracted resources. Monitor vendor work performance and progress in completing deliverables pursuant to the contract, reviewing and approving contract work and deliverables. Lead and manage teams to improve knowledge, skills, and abilities and work performance. Develop and maintain a high performing organizational culture. Provide opportunities for experience and advancement, ensuring staff have the proper training needed to perform their critical role. Assist in the planning of the future organization with executive management. Identify resource needs, providing input into the development of budget requests. Recruit, manage, and monitor the performance of the Business Analysis team and their activities. Represent CSPS at all levels of state organizations including executives. Present to large and small groups, leading project meetings with various functional and technical focus groups, task forces comprised of departmental, control agency and labor union representatives. Develop and maintain effective working relationships within the SCO, contractor management staff, project staff, business partners, department and agency staff, executives, and other project stakeholders.
