Job Description Performs advanced accounting and administrative duties in the maintenance of accurate fiscal records and reports requiring initiative and independent judgement. Work is performed with limited supervision and is reviewed for compliance with division objectives and policies for achievement of desired results.
Representative Duties / Assignments
Prepares budget transfer requests, purchase orders, delivery, and bills for purchase of services, keeps billing system records within division guidelines, encapsulates funds, and processes invoices for payment.
Audits, verifies, and processes travel reimbursement requests; receives, audits and posts revenue received and submits to Finance for deposit.
Assists with P‑Card purchasing reports, processing, and ensures available funding prior to purchasing by individuals within the office.
Prepares and maintains accounts payable and revenue records by fund, grant, project, and account; maintains an automated accounting system.
Coordinates, prepares and reviews fiscal, administrative, and outside legal services including Invitations for Bids (IFBs), Requests for Proposals (RFPs), and agreements, and follows up amendments as applicable.
Serves as the point of contact for leased building maintenance and management issues, interfacing with other county departments (Real Estate Management, etc.) and the property management company on pending issues.
Analyzes and interprets proposed legislation, technical and non‑technical documents, emergency response plans, etc. as related to financial matters to develop recommendations and/or impact statements.
Coordinates financial needs during emergency operation activations.
Co‑ordinates and reviews fiscal and administrative contractual/Purchase Order (P.O.) items, ensuring contractual compliance, scope‑of‑work accuracy, and effective vendor management.
Coordinates all programs, assignments, and projects across the division.
Works with various work groups to develop improved fiscal and administrative procedures, initiates and prepares procedural documents, monitors and recommends revisions, and assists management in implementation and maintenance.
Assists in preparing and monitoring the division budget.
Analyzes and reconciles accounts to identify discrepancies and maintains accurate records of goods and services ordered and received.
Minimum Qualifications Bachelor's degree from an accredited institution in Business Administration, Public Administration, Computer Science, or a closely related field and one (1) year of experience in program management. In lieu of the degree requirements, additional relevant experience may be substituted on a year‑for‑year basis. All applicants selected for hire in The Office of Emergency Management must successfully complete a Criminal History and Background check.
Preferences Experience with federal, state, and local grants. Required to complete necessary ICU courses within six months of hiring.

Salary Information Pay Grade: 015 - From $25.00 to $39.98 FLSA Status: Exempt Placement based on Education and Experience
