Office of Emergency Management
(OEM) l eads Seattle’s citywide emergency management efforts, coordinating resources and responsibilities to prepare for, respond to, and recover from all types of emergencies. We promote public awareness, build community preparedness, and assess potential hazards to help protect lives and property. OEM is nationally recognized for its innovative approach to emergency management and its deep commitment to community outreach and engagement. Now, we’re looking for our next Community Engagement Program Manager - a strategic leader passionate about building resilient communities! In this role, you’ll lead our Community Engagement Team in developing and delivering culturally responsive programs that empower Seattle’s most vulnerable and underserved populations. Your work will help communities prepare for disasters, recover more quickly, and build long-term self-sufficiency. As the Community Engagement Program Manager, you’ll lead OEM’s emergency preparedness outreach with a strong focus on racial equity and social justice. You’ll shape strategy, guide implementation, and serve as a key advisor to OEM leadership on how to better prepare and serve Seattle’s diverse communities. This role manages a team of two Community Engagement Specialists and one Communications Coordinator, working together to deliver inclusive, culturally responsive programs that empower Seattle’s 715,000+ residents to prepare for and recover from disasters. What you’ll be doing Lead strategic outreach efforts
that prioritize communities most impacted by disasters, using innovative and inclusive approaches. Develop and deliver
preparedness classes, events, and skills-based trainings that motivate community action. Collaborate across teams
- including volunteers, Community Safety Ambassadors, and other departments - to ensure coordinated, community-centered planning. Champion equity
by embedding race and social justice principles into all outreach and education efforts. Serve as Staff Duty Officer (SDO)
on a rotating basis, providing 24/7 operational support and leadership during emergencies and Emergency Operations Center (EOC) activations. You’ll thrive in this role if you have : A track record of developing and leading innovative community outreach, engagement, and education programs. Strong relationship-building skills, especially with diverse communities, including those with access and functional needs, limited English proficiency, seniors, and low-income households. Experience in strategic planning and cohesive program design for community engagement. The ability to coordinate across departments and manage projects within a matrixed environment. Proven success in leading and supporting teams, fostering professional growth, and ensuring program effectiveness. It is covered by a collective bargaining agreement between the City of Seattle and PROTEC17—Strategic Advisor Unit. The full salary range for this classification is $54.60 - $81.93 per hour. After a pay equity and budget analysis, the salary range for this role has been identified as $128,830 - $146,410 annually ($61.70 - $70.12 hourly). Benefits:
