Correctional Records Technician (CRT) Washington State Penitentiary (WSP) Note: This recruitment may be used to fill future vacancies that may occur. The Department of Corrections (DOC) is seeking a highly motivated and qualified individual for the position of Correctional Records Technician at the Washington State Penitentiary.

The Washington State Penitentiary is staffed 24 hours a day, 7 days a week. Whether the work is inside a prison, in community corrections, or in an administrative office, DOC staff experience a high degree of personal satisfaction knowing they are creating environments in which all Incarcerated Individuals can learn to make choices that contribute to a safer society.

The DOC, as a partner in the criminal justice system, enhances public safety, administers criminal sanctions and programs in accordance with the law, and provides leadership for the future of corrections in Washington State. The DOC consists of the Office of the Secretary, Prisons Division, Community Corrections Division, Administrative Services Division, Health Services Division, Communications Department and Risk Management Department.

The Washington State Penitentiary (WSP) is comprised of 4 Close Custody Units, 3 Special Housing Units, 2 Intensive Management Units, 2 Medium Units, 2 Minimum Housing Units and a Health Services Building. In all, WSP houses approximately 2,000 Incarcerated Individuals and employs approximately 1,100 staff. The Correctional Records Technician (CRT) enters, audits and/or ensures the quality control of Incarcerated Individuals sentence structure information to include sentence revocations to be in compliance with state and federal laws, superior court sanctions and agency policies and processes. The CRT verifies and maintains accurate Incarcerated Individuals criminal history record information provided by other criminal justice agencies.

Responsibilities Duty:

Review and verify incarcerated individual sentence structure and criminal history information.

Ensure the contents of incarcerated individual records are legal, accurate, and maintained in a secure setting.

Review and verify accuracy of legal documents relating to convictions and sentencing.

Establish and validate agency jurisdiction of incarcerated individuals.

Verify electronic database information against source documents and resolve problems related to the incarcerated individual sentencing.

Verify identification of incarcerated individuals to law enforcement through pictures, fingerprints, and other physical data.

Duty:

Prepare incarcerated individual release documents and complete required notifications. Maintain electronic and physical files.

Ensure the sentence structure and release is accurate, prepare all release documents, obtain release transportation arrangements, and complete required notifications for release.

Utilize, update, and maintain databases and programs containing information relative to incarcerated individuals’ conviction, sentence, and violation history.

Register eligible sex offenders and kidnapping individuals prior to release.

Enter information into the Department's electronic incarcerated individual database.

Archive incarcerated individual records according to established procedures.

Maintain confidentiality of information protected by agency policy or federal or state laws.

Process upcoming transfers to partial confinement, run warrants, complete timely law enforcement and victim witness notifications, prepare valuables envelope for transfer desk CRT, update ID.

Duty:

Provide effective communication and thorough and timely request processing.

Respond to requests for public disclosure in compliance with federal and state public disclosure laws.

Testify in court as an expert witness regarding the validity of incarcerated individual records and identity.

Provide direct support to the Correctional Records Supervisor and all other Records staff.

Complete central file reviews with incarcerated individuals.

Prepare central files for review by the incarcerated individuals, attorney, or third party in accordance with applicable RCW’s, determine disclosable and non-disclosable materials, and conduct file review with the requestor.

Correspond with appropriate court or other legal staff to resolve sentence discrepancies or other issues related to the incarcerated individual’s sentence structure.

Coordinate transportation of incarcerated individuals for court appearances, transfers and releases.

Complete appropriate incarcerated individual records paperwork affecting custody and release as required and within established timeframes.

Review, evaluate, and respond to incarcerated individual’s resolution requests, including level 1 resolutions, interviewing the individual, and documenting the investigation.

Complete Department of Licensing ID’s: receive request, place on callout, update photo using DOL standards, obtain signature at DOL standard, update and finalize the DOL application.

Meet with incarcerated individuals and explain records processes and paperwork as appropriate.

Respond professionally and appropriately to all correspondence.

Duty:

All Other Tasks Assigned.

Responding to requests/questions from court, law enforcement agencies, incarcerated individuals, staff and the public.

Make incarcerated individual and staff ID cards.

Complete fingerprinting for incarcerated individuals and staff according to facility processes.

Comply with requests from the chain of command involving facility operations.

Required Qualifications

High School Diploma or equivalent.

Must respect and maintain confidentiality.

Demonstrated ability to effectively communicate with co-workers, the public, and/or criminal justice agencies.

Demonstrated ability to analyze and solve problems under highly stressful or adverse situations.

Observation Observes and strategizes personal action based on environmental conditions and human behavior.

Technology Learns and utilizes computer-based applications in the performance of job duties.

Stress Tolerance Remains calm and rational while handling difficult situations including, but not limited to, volatile, threatening, or other crisis/emergency situations.

Professional Standards Knows and applies relevant law, policy, procedure, and practice. Adheres to productivity standards and timelines established by law and policy. Identifies own training needs and proactively seeks training opportunities.

Adaptability Incorporates new information into an existing framework of understanding. Accepts change and supports the Agency through changes in law, policy and procedure.

Preferred/Desired Qualifications

Two years of experience maintaining or processing Incarcerated Individuals records, such as legal files, property files, grievance files, administrative files, medical files, parole files, counselor or custody files, in a governmental law enforcement office, court setting, or adult or juvenile correctional agency.

College-level coursework in criminal justice, business administration, accounting, social science, or a related field will substitute for one year of experience.

Tuberculosis (TB) is a priority health issue for DOC employees. The successful candidate may be required to provide valid proof of a baseline TB skin test within 60 days from the date of hire. When positive tests result, further information, testing, and treatment will also be required. Employment is not contingent upon test results.

Telework Details This is an onsite position and not allocated for telework.
