GovCIO is excited to announce an opening for a GIS Application Developer to contribute to innovative projects supporting the USPS.
Responsibilities
Utilize GIS software and programming tools to create web mapping applications and manage spatial data effectively.
Transform business requirements into user-friendly geospatial software designs that meet organizational goals.
Develop interactive mapping applications, focusing on intuitive user interfaces and advanced spatial analysis capabilities.
Create dynamic web maps using the latest web mapping technologies.
Handle, manipulate, and analyze geospatial data with precision.
Employ GIS tools like ArcGIS and cloud-based platforms to enhance mapping capabilities.
Automate geospatial processes and tailor GIS software solutions to fit project specifications.
Collaborate closely with stakeholders and team members to align database design with project objectives.
Qualifications Minimum of a Bachelor's degree with 8+ years of GIS development experience or equivalent relevant experience.
5+ years of experience designing large-scale IT solutions within significant organizations, requiring strong leadership and teamwork skills.
Proficiency in ESRI ArcGIS software for diverse geospatial applications.
Thorough understanding of geospatial data formats, projections, and cartographic principles.
Exceptional problem-solving abilities and analytical thinking.
Excellent communication skills to effectively engage with team members, stakeholders, and business users, translating technical jargon into accessible language.
Experience with programming languages such as Python, Java, JavaScript, and C#.
Familiarity with GIS platforms including ArcGIS, QGIS, and various web mapping technologies.
Knowledge of spatial databases and cloud computing services.
Experience using tools like Git for collaborative development in GIS projects.
Preferred Experience (2+ years): Familiarity with GIS principles and spatial data concepts.
A relevant degree in fields such as Computer Science or Information Technology is preferred. Note: If a candidate lacks a degree, an additional 4 years of related experience is required.
Experience with Agile methodologies and understanding of SDLC practices.
Knowledge of DevSecOps practices and familiarity with the Solutions Development Framework (e.g., Docker, Jenkins).
Experience in cloud architecture and development.
Understanding of business process re-engineering methods.
Experience with Change Management and Configuration Management tools.
Application Lifecycle Management (ALM) experience.
Ability to acquire and maintain a USPS Public Trust clearance.
