Description Of Work This position is located in the Communicable Disease Branch’s Raleigh Regional Field Services Office. It is responsible for controlling the spread of communicable diseases such as HIV, STIs, COVID-19, and viral hepatitis. The employee conducts field-based investigations, interviews, and counseling to identify, notify, and link infected individuals and their contacts to appropriate care and treatment. The role requires frequent travel across multiple counties and involves collaboration with local health departments, healthcare providers, and community organizations. The position demands strong communication skills, cultural competence, and the ability to work independently in diverse and sometimes challenging environments. All work must comply with DHHS confidentiality policies and public health laws.
Key Duties Include
Conduct field investigations to locate and interview individuals diagnosed with communicable diseases and their contacts.
Provide disease-specific counseling, education, and risk-reduction planning to clients in a culturally competent manner.
Collect and analyze epidemiologic data to determine disease transmission patterns and inform intervention strategies.
Perform phlebotomy and rapid testing procedures in field settings to expedite diagnosis and treatment.
Document all investigative activities and client interactions in the North Carolina Electronic Disease Surveillance System (NCEDSS).
Consult with healthcare providers on CDC treatment guidelines, partner services, and public health reporting requirements.
Support outbreak response efforts by participating in case investigations, contact tracing, and rapid outreach initiatives.
Deliver technical assistance and training to local health departments and community-based organizations on disease intervention practices.
Maintain effective working relationships with diverse stakeholders, including clinicians, correctional facilities, and community partners.
Ensure compliance with all confidentiality, legal, and procedural standards related to communicable disease control.

Proven experience documenting case activity and entering surveillance data into systems such as NCEDSS, including timely and accurate reporting.
Demonstrated experience coordinating with healthcare providers, local health departments, or community-based organizations to support communicable disease investigation, treatment, and follow-up.
