Utilities Maintenance & Operations Technician

This position is part of a job classification in a Maintenance & Operations progression series. Performs maintenance, repairs, and general equipment operations in the maintenance and construction of municipality utilities. Essential Functions: Responsible for reading meters and recording measurements Installs water and sewer taps, using hand and power tapping and boring equipment. Collects water samples Flushes fire hydrants and water lines according to maintenance schedule Operates camera equipment performing scheduled preventative maintenance and determines extent of damage Operates equipment used in the construction, maintenance, or repair of the City's utility lines Operates motorized vehicles Assists with maintenance and operations of water meters, valves, manholes Locating and repairing broken water and sewer lines Performs water meter maintenance and repair Inspects and performs routine maintenance and repair on all equipment assigned Performs inspections of grounds, facilities, park areas, vehicles Documents work orders and records work activities Maintains site or equipment by providing basic repairs and cleaning Identifies, responds to, and resolves issues of customers involving policies, procedures or safety issues Investigates utility service complaints and researches issues Investigates and troubleshoots meter issues for tampering or other technical problems Communicates with the residents to assure that work orders are complete Responds to emergency calls Performs water disconnects for delinquent accounts Abides by all policies, procedures, and rules associated with the Safety Program Must be able to work the allocated hours of the position and be willing to report for duty on short notice at any hour of the day or night Required Qualifications: This position is included in the Maintenance & Operations Series based upon the following criteria: Documentary evidence of graduation from an accredited high school or successful completion of the General Educational Development Test Appointment will be conditional upon successful completion of the following pre-employment checks: Criminal background check Controlled substance screening Grade 4/B21 M&O Assistant: First level in series. Performs entry-level routine maintenance and operational activities such as providing support to water treatment operations. Class D Water Treatment Certification AND Class I Wastewater Collection Certification Requires employees to obtain one (1) of the certifications within one (1) year of employment. Both obtained within (2) years. Grade 6/B23 M&O Technician: Second level in series. Performs entry-level semi-skilled maintenance and mechanical activities under direct supervision on water treatment operations. Two (2) years full time, paid experience in utility line maintenance, utility service, equipment operations, meter reading, or construction Class D Water Treatment Certification Class I Wastewater Collection Certification AND Class C Distribution Certification issued by the Texas Commission on Environmental Quality (TCEQ) within two (2) years of promotion* Class II Wastewater Collection Certificate by the Texas Commission on Environmental Quality (TCEQ) within two (2) years of promotion* *If Class C or Class II Certification is not received within two (2) years, employee will move back to the M&O Assistant position since the certifications cannot be renewed. Employee will remain as a Maintenance & Operations Assistant. Grade 7/B24/B31 M&O Specialist: Third level in series. Performs skilled utilities maintenance and mechanical activities under direct supervision on water treatment operations. Three (3) years full time, paid experience in utility line maintenance, utility service, equipment operations, meter reading, or construction Class C Distribution Certification Class II Wastewater Collection Certification AND (Within 2 years of promotion) Class C Groundwater Certification OR Class C Surface Water Certification Licenses, Certificates, and Other Requirements: Valid Class C Texas Driver License Reliable transportation and liability insurance
