Summary: Serves as a Supervisory Inventory Management Specialist for expendable (EX) assets/material in a VA Health Care System (VA HCS) and supported catchment area. Supervises multiple supply series of consumable medical supply/inventory used in the healthcare system as well as the micro-purchase program. Recognized as the Commodity Management Divisions subject matter expert and serves as advisor and consultant to the Chief Supply Chain Officer. Duties

This position serves as a Supervisory Inventory Management Specialist for expendable (EX) assets/materials for the Logistics Service within the VA Health Care System supervising multiple supply series of consumable medical supply/inventory used in the healthcare system as well as the micro-purchase program and recognized as the Commodity Management Divisions subject matter expert serving as an advisor and consultant to the Chief Supply Chain Officer (CSCO) and Assistant CSCO on inventory management matters for sound commodity management concepts, practices, and control of all consumable inventory. Major duties and responsibilities include: Supply Management: responsible for the inventory management, control and distribution of expendable inventory; ensures maximum effectiveness in the management of inventories; oversight and accountability of the management plan for the commodity program; conducts effectiveness/efficiency reviews; oversees the computation of requirements for supplies; serves as the approving official for approving reconciled purchase card transactions; oversees the care and handling of specialized items; prepares/reviews submissions to obtain approval or funding; and acts as the central point of contact for the coordination of commodity support and the resolution of logistics problems. Returns, Recalls and Reutilization: manages federal and agency programs for the return and reutilization of medical supplies; approves emergent procurement decisions; participates in root cause analysis; serves as the utilization and disposal official for excess consumables. Supervision: supervises employees from separate but interrelated units; makes recommendations for promotions, reassignments and awards; develops position descriptions and performance standards; conducts semi-annual and annual performance reviews; assists subordinate staff with performance issues; schedules and grants leave; monitors overtime usage; resolves informal complaints and grievances; develops the ability of subordinate staff; develops individual development plans; coordinates and integrates various technical units to ensure compliance; conducts on the job training and in service training; assesses training and educational needs and implements training programs. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/07/2025. Time-In-Grade Requirement : Current Federal employees must meet time-in-grade requirements by the closing date. For a GS-11 position you must have served 52 weeks at the GS-09 level. An SF-50 showing time-in-grade eligibility must be submitted with your application materials. Time-In-Grade requirements also apply to certain veterans and reinstatement applicants. Qualifications:

To meet minimum qualifications, you must meet one of the following: Experience:

One (1) full year of specialized experience equivalent to the GS-9 level in the Federal service related to inventory/commodity management, planning and executing inventories, data analysis for acquisition planning, and supervisory responsibilities. Education:

Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education, or an LL.M. if related. Combination:

Equivalent combinations of graduate education and specialized experience. You will be rated on competencies including Effective Communication, Leadership, Planning and Evaluating, Problem Solving, Reasoning, and Technology Application. Education and Other Information
