Health Services Director The Health Services Director provides strategic leadership, oversight, and direction for all medical and health‑related services across the agency’s OPWDD‑certified residential, day habilitation, and clinical programs. This position ensures compliance with OPWDD regulations, DOH standards, and agency policies. The HSD ensures a high standard of medical care, health coordination, and regulatory compliance while promoting a person‑centered, interdisciplinary approach to health and wellness for people with developmental disabilities.
Responsibilities
Direct the planning, implementation, and evaluation of all health services agency‑wide.
Lead efforts to identify, develop, and execute strategic initiatives aimed at advancing the organization’s mission, optimizing health service delivery, and achieving measurable improvements in health outcomes.
Provide supervision and professional guidance to the Deputy Director of Nursing, RNs, and health support staff.
Oversee medical and nursing practices to ensure adherence to OPWDD, DOH, CDC, and Medicaid standards.
Serve as the agency’s senior health authority, ensuring that all medical care, health coordination, and clinical decisions are evidence‑based and person‑centered.
Ensure the effective functioning of the agency’s Health Services Department, including staffing, scheduling, and delegation of nursing tasks per 14 NYCRR 633.16(c).
Ensure full compliance with the following: OPWDD Part 633.16 – Nursing Services and Medication Administration; Part 633.17 – Recordkeeping and Incident Management; Part 633.8 & 633.10 – Health and Safety; DOH Infection Control and Immunization Standards; any new health/medical regulatory directives.
Develop, review, and implement policies and procedures for health services consistent with OPWDD and DOH regulations.
Collaborate with Compliance and QA teams to conduct regular health and medication audits, develop Corrective Action Plans (CAPs), and ensure timely resolution of findings while focusing on quality improvement initiatives.
Maintain all medical documentation systems in accordance with HIPAA and Medicaid requirements.
Oversee infection control and communicable disease prevention programs, including staff training, PPE usage, and environmental health monitoring.
Oversee and coordinate delivery of nursing services, physician care, and allied health supports.
Ensure proper delegation and supervision of nursing functions, including medication administration, AMAP oversight, and medical treatments per OPWDD guidelines.
Review and approve nursing documentation, medical orders, and clinical reports.
Monitor and evaluate individual health outcomes, including medication management, chronic disease care, and emergency response.
Support interdisciplinary teams (IDTs) by ensuring that medical needs and recommendations are accurately reflected in Life Plans, Habilitation Plans, and staff support.
Partner with residential, day, behavioral, and clinical leadership to ensure holistic and coordinated health services.
Participate in interdisciplinary team meetings, contributing medical expertise to support person‑centered planning.
Maintain positive relationships with external healthcare providers, hospitals, pharmacies, laboratories, and specialty care professionals.
Ensure all nursing staff maintain current licensure, training, and certifications in accordance with OPWDD and DOH requirements.
Oversee the AMAP training program and ensure proper recertification and competency monitoring for direct support professionals (DSPs).
Develop and conduct staff training on infection control, health monitoring, medication management, and emergency procedures.
Promote a culture of learning, mentorship, and clinical excellence within the Health Services Department.
Analyze agency‑wide health data (e.g., hospitalizations, infection rates, medication errors) to identify trends and implement performance improvement plans.
Chair or co‑chair committees such as Infection Control, Medication Review, Quality Improvement (QI), and Health & Safety.
Participate in Incident Review Committee (IRC) to ensure appropriate medical follow‑up per Part 624 and 633.8.
Assist in the development and management of the annual Health Services Department budget.
Manage contracts with physicians, pharmacies, laboratories, and health‑related vendors.
Ensure that health services billing, documentation, and reporting meet Medicaid and third‑party payer standards.
Participate in strategic planning and agency‑wide initiatives to enhance service quality and efficiency.
Requirements
Graduate of an accredited nursing program.
Bachelor of Science in Nursing (BSN) required.
Current New York State Registered Nurse (RN) license in good standing.
Minimum of 7 years of progressively responsible nursing experience, including 5 years in healthcare management or administration.
Experience working in OPWDD, DOH, or similar regulatory environments required.
Demonstrated experience in infection control, quality assurance, and survey preparation.
