Overview Under the direction of the Community Development Director, the Permit Services Supervisor coordinates, plans, and evaluates the activities and functions of the City of Marysville Permit Services Center. The position leads and trains a team of permit technicians to ensure high‑quality customer service for internal and external customers, oversees the financial operations of the permit services center, and implements policy recommendations to ensure timely and professional processing of all permit applications. The Supervisor provides technical expertise related to all land use/construction permitting and coordinates permit support for business licenses, special use permits, building, planning, and engineering functions.
Responsibilities
Coordinates and oversees division work activities, projects, and programs; identifies, develops, and implements technical and customer service goals, objectives, and priorities for the division.
Supervises assigned staff, including timesheet review, hiring, evaluations, performance management, and discipline as warranted.
Oversees implementation, maintenance, testing, and periodic upgrades of the City’s permit tracking software in collaboration with IT and land use permit review staff.
Coordinates staff training and orientation on the permit system, maintains a permit process manual, and develops efficient procedures for permit processing.
Ensures compliance with local, state, and federal regulations and revises policies as laws change.
Oversees the permit tracking process to ensure completeness and accuracy for timely processing.
Delivers excellent customer service, addressing and resolving questions and complaints.
Resolves discrepancies related to permit applications and plan reviews.
Generates and analyzes periodic reports and performance metrics, and sets and monitors permit performance targets.
Ensures compliance with City policies, departmental policies, and regulatory requirements.
Manages the retention and archiving of City permit files.
Handles requests for public records and other agencies.
Oversees the permit center’s financial transactions and account reconciliation.
Produces monthly and quarterly reports on development activity, valuation, and fee collections for internal and external agencies.
Participates in department‑wide long‑range strategic planning.
Maintains project files for completeness and accuracy.
Assists in the budget process by collecting, compiling, and retrieving permitting data.
Compiles technical and statistical data and distributes to appropriate staff and agencies.
Creates, maintains logs, tracking tools, files, reports, and documents.
Experience
Five (5) years of progressively responsible land development permit processing experience.
Two (2) years of lead or supervisory experience in a related land use permit operation.
Education & Training
High school diploma or GED.
Bachelor’s degree in urban planning, public administration, construction management, environmental science, civil engineering, or a related field required.
Licenses or Certificates
Washington State Driver’s License within one month of hire.
International Code Council (ICC) Permit Technician Certification.
International Code Council (ICC) Permit Specialist Certification within twelve months of hire.
Physical Demands The role requires frequent standing, walking, sitting, using hands to pick up or handle objects, reaching, stooping, kneeling, crouching, and carrying up to 10 pounds, and occasionally 10–20 pounds. Specific vision abilities required include close, distance, peripheral, and depth perception, with ability to adjust focus. The work is performed in an office environment with low to moderate noise.
Job may require attending meetings on and off site, inside and outside of standard office hours as assigned.
