The South Carolina Department of Public Health (DPH) is seeking a SAP Junior Technical Support Engineer to support the modernization of HR systems within the agency’s Office of Information Technology (OIT). This newly created position plays a critical role in configuring, maintaining, and enhancing HR systems within the SCEIS SAP ECC platform and other HR‑related applications. The consultant will work closely with HR, IT, and Finance teams to ensure system functionality aligns with business needs, compliance standards, and modernization initiatives. Key Responsibilities

System Configuration & Workflow Optimization

Configure and maintain SAP ECC HR modules within SCEIS. Implement workflow‑driven solutions to reduce manual processes and improve efficiency. Design and manage position‑based access controls (RBAC). Maintain system protocols and configuration documentation for audit readiness. Testing & Implementation

Conduct unit, integration, and user acceptance testing (UAT) for system changes. Support production rollouts and troubleshoot system issues. Data Quality & Reporting

Monitor and improve data accuracy across HR systems. Develop reports and dashboards using SAP tools, Excel, and Power BI. Ensure compliance with audit and reporting requirements. Documentation & Support

Create and maintain SOPs, configuration records, and user guides. Provide technical assistance to HR users and support training initiatives. Work with HR, IT, and Finance to align system functions with business processes. Support the development of policies aligned with NIST 800-53, FISMA, and SC InfoSec standards. Required Qualifications

3+ years of hands‑on experience with SAP ECC (SCEIS) HR modules – configuration, testing, troubleshooting. 3+ years with HR/payroll processes, data privacy (HIPAA, FLSA), and compliance frameworks. 3+ years of data validation, integrity monitoring, and issue resolution experience. 3+ years of reporting and dashboard development using SAP tools, Excel, Power BI. Strong knowledge of RBAC, problem‑solving, and technical troubleshooting. Bachelor’s or Master’s Degree in a relevant field (or equivalent experience). Preferred Skills

Experience with information security practices (PHI, PII). Strong written and verbal communication skills. Familiarity with NIST 800-53, FISMA, and SC InfoSec policies. Experience documenting configuration changes, SOPs, and system procedures. Prior experience working with State or Federal Government agencies. About V Group Inc.
