Position Overview

The SAP Technical Support Engineer (SAP HR Systems Technician) plays a key role in configuring, maintaining, and enhancing the South Carolina Department of Public Health’s Human Resources systems, with a primary focus on the SCEIS SAP ECC platform and related HR applications.

This position was newly created to support DPH’s modernization initiatives, streamline HR workflows, improve data accuracy, and strengthen system security and compliance. The role involves close collaboration with HR, IT, and Finance teams to ensure that system capabilities align with organizational and compliance requirements.

Key Responsibilities

Configure, maintain, and enhance SAP ECC HR modules (SCEIS platform).

Recommend and implement workflow‑driven solutions to automate and reduce manual processes.

Design and configure position‑based access controls (RBAC) to ensure secure data access.

Document and maintain system protocols and configuration changes.

Perform unit, integration, and user acceptance testing (UAT) for SAP HR system changes.

Troubleshoot and resolve technical issues, escalating when needed.

Support deployment and production rollouts with minimal disruption.

Ensure data accuracy and consistency across HR systems.

Build and maintain reports and dashboards using SAP tools, Excel, and Power BI.

Support audit and compliance reporting for HR data and system performance.

Create and maintain technical documentation, including SOPs and user guides.

Provide SAP HR end‑user support and training for HR staff.

Manage documentation and reference materials via SharePoint and related platforms.

Work with HR, IT, and Finance teams to align system design with business goals.

Support compliance initiatives in line with NIST 800‑53, FISMA, and SC InfoSec policies.

Participate in project and policy development to enhance information security and data classification.

Contribute to HR modernization and upgrade projects.

Manage change requests and enhancements through the DevOps ticketing system.

Support cybersecurity and data protection efforts related to HR information systems.

Required Skills

3+ years of experience with SAP ECC (SCEIS) HR modules, including system configuration, testing, and troubleshooting.

3+ years of experience optimizing SAP HR workflows for automation and efficiency.

3+ years of experience with HR/payroll processes, data privacy standards (HIPAA, FLSA), and compliance frameworks.

3+ years of experience in data validation, integrity monitoring, and issue resolution.

3+ years of experience with reporting and dashboards using SAP tools, Excel, and Power BI.

3+ years of experience implementing RBAC and position‑driven access configurations.

Strong analytical and problem‑solving skills.

Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Visio) and collaboration tools (SharePoint, Teams).

Preferred Skills

Knowledge of industry‑standard information security practices (PHI, PII).

Experience with technical documentation, SOPs, and user guides.

Familiarity with NIST 800‑53, FISMA, and SC InfoSec frameworks.

Prior experience with State or Federal Government systems or agencies.

Excellent written and verbal communication skills.

Education

Bachelor’s or Master’s Degree in Information Technology, Computer Science, HRIS, or a related field, or equivalent professional experience.

Additional Information

Contractors must be onsite each week throughout the contract duration.

Must sign DPH confidentiality and/or Business Associate (BA) agreements as applicable.

DPH will provide workstation, software, and all required documentation.

All deliverables, code, and configurations remain the property of DPH.

Must comply with all DPH IT and Security Policies.
