Job Description:
This is for an entry level systems analyst on an hourly assignment basis for the development of new and existing functionalities required to support the Health Management System (HMS) electronic health record
PURPOSE:
This scope of work is for
Systems Analyst
services for the development of
new and existing functionalities
required to help support the Department of Health’s (Department) Health Management System (HMS). Contractor will provide these services to the Department.
CONTRACTOR QUALIFICATIONS AND EXPERIENCE:
Contractor staff assigned to this agreement must possess the following minimum qualifications and experience:
2 years demonstrated experience with
implementing Health Care Systems.
2 years demonstrated experience with the
Department’s HMS system
, other
clinic management, or electronic health record software.
2 years demonstrated experience
writing, developing user and system requirements
1 year demonstrated experience with
Agile software development, project management and testing practices.
3 years demonstrated experience in
analysis, testing and flowcharting and unified modeling.
3 years demonstrated
experience using SQL .
3 years demonstrated
experience with formal software testing .
3 years demonstrated experience with
root cause analysis and troubleshooting.
SERVICE TASKS : Contractor will perform the following tasks in the time and manner specified:
Develop user requirement documents, design documents
and screen presentations based on
user requirements , user input, and feedback as directed by the Department.
Provide research
and analytical services for defects, enhancements, and systems as they emerge,
as required as directed by the Department.
Meet with the program offices to
collect user requirements and facilitate
the development of
Requirements documentation for defects, and enhancements to the HMS system as
directed by the Department.
Facilitate development
using object-oriented design methodology and design using the Unified Modeling Language and or Flow Charts
as directed by the Department.
Develop test cases and scripts to test
the application and provide support, software testing, and quality assurance to ensure that the application meets requirements, per the user requirements as directed by the Department.
Provide work estimates, communication and updates for
Release Planning, Sprint Planning, and Daily Scrum, daily
in the time indicated on the work tickets assigned by the Department, to implement system feature enhancements or additions and bug fixes.
Document and follow Office of IT processes and ensure compliance with Department Standards as directed by the Department.
Complete job required training as assigned by the Department. As directed by the Department, submit verification of each training (i.e. certification of completion, sign-in sheet, etc.) after completion of each training.
